PURPOSE OF CLASSIFICATION
The purpose of this classification is to provide professional level project management, technical review, and contract administration services for the City’s Streets and Stormwater Department.

EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Provides professional management and technical support services to the Department; participates in design, management, budgeting, permitting, inspection and/or public involvement in stormwater retention pond restoration projects and other stormwater quality improvement projects.
  • Responsible for data management, analysis, and review of ongoing stormwater quality projects, such as monthly outfall sampling at retention ponds receiving public drainage, and for any special or new projects, such as watershed assessments and selection, location, and monitoring of Best Management Practice Tools.
  • Provides assistance to the Director and other management staff for permitting, inspections, support for projects, technical advisement, Level of Service Reports, and communication inquiries.
  • Knowledgeable in reviewing National Environmental Laboratory Accreditation Program (NELAP) certified laboratory reports, including quality control/quality assurance. Experienced in the collection of water quality samples and field readings following Florida Department of Environmental Protection (FDEP) Standard Operating Procedures (SOPs). Can work with professional consultants and contractors to deliver quality projects on time and within budget. Shall be capable of negotiating scopes of work, fee schedules and time schedules for completion of work. Shall be able to administer the terms of an agreement over the course of the project.
  • Reviews building plans and capital improvement project plans for water quality impacts including stormwater improvements and impervious area; is familiar with the City’s Stormwater Master Plan, Lake Management Plan, and annual surface water and pump station water quality reports Responds to concerns, inquiries, and complaints from the general public in both oral and written contexts; provides information, assistance, and/or resolution accordingly.
  • Oversees the City’s Municipal Separate Storm Sewer System (MS4) program, ensuring compliance with the permit and submitting annual reports.
  • Conducts, verifies, and reviews technical reports and studies in support of project analysis and design; provides technical support during construction or review; verifies compliance with City policy and regulatory requirements; makes recommendations concerning improvements, modifications, design strategies, or other aspects of project development.
  • Communicates with City officials, officials from other municipalities/counties, supervisors, design professionals, contractors, consultants, researchers, laborers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Provides periodic project progress and status reporting to administrative superiors. Assists the Department Director with presenting to advisory boards, committees, or elected officials.
  • Maintains current knowledge of trends and developments in science, engineering and regulatory standards pertaining to public utilities and infrastructure, and fundamentals of water quality issues and regulation.
  • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Outlook, Excel, PowerPoint, GIS, Tyler-Munis, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
  • Manages the acquisition and/or maintenance of required permitting; schedules inspections to ensure compliance with all regulatory requirements; facilitates adherence to all reporting and documentation requirements; evaluates and monitors progress against performance and quality measurements.
  • Communicates regularly and accurately with supervisor, Department team members, and City employees. Can identify problematic issues early and promptly develop creative solutions with the team and promote solutions to the management team.

  • Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.

  • Human Interaction: Requires the ability to perform in a supervisory capacity over contractors and consultants.

  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.


  • MINIMUM TRAINING AND EXPERIENCE:
    Bachelor’s degree in Environmental Science or Engineering or related field. Master's degree preferred.

  • Minimum of three (3) years experience in water quality analysis, review, and/or compliance; and/or stormwater system design, restoration and/or stormwater improvement projects; any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this position.
  • Previous experience in stormwater quality and knowledge of the Clean Water Act, including Total Maximum Daily Loads (TMDLs) and National Pollutant Discharge Elimination System (NPDES) and Municipal Separate Storm Sewer System (MS4) permitting is preferred.
  • Must possess and maintain a valid Florida Driver License, “Class E”, with a driving record that meets or exceeds minimum City standards.

OTHER REQUIREMENTS
The City of Naples is a Tobacco-Free Workplace. Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, taste, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions. Requires exposure to outside construction locations.
