PURPOSE OF CLASSIFICATION

Under the direction of the Natural Resources Manager, the Resiliency and Sustainability Project Manager provides guidance and leadership for resilience and sustainability goals, objectives, and projects within the City. The chosen candidate will coordinate with various stakeholders and interest groups, along with multiple City Departments, to accomplish critical goals; make presentations to City Council; and research latest industry findings and guidance.


EMERGENCY RESPONSE STATEMENT

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.


The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Constructively collaborates with City Department managers, technical professionals, and community leaders to effectively build long-term climate resiliency strategies into City projects and programs, while ensuring that the highest level of environmental protection, restoration and/or mitigation is sufficiently addressed.
  • Develops and implements a Sustainability Program aimed at identifying practical solutions that improve the lives of City residents and the economy while working to protect and restore the natural eco-systems that are integral to long-term community prosperity.
  • Implement resiliency strategies identified in the City of Naples Climate Adaptation Plan.
  • Draft and update appropriate language for City comprehensive plan updates and associated City Code changes.
  • Support water quality improvement efforts and implementation of resilience and sustainability efforts relating to the natural communities and the built environment.
  • In coordination with the City Manager’s Communications Office, provides public relations and education information in advance of pertinent and time sensitive Division responsibilities.    
  • Actively pursues grants, partnerships, and other funding opportunities to support environmental projects, conservation, and stewardship priorities.
  • Review building permits to ensure resiliency and sustainability measures are integrated into projects and are consistent with the City’s Climate Adaptation Plan.
  • Provides oral presentations and information to various entities concerning City environmental programs, including service groups, schools, City and County administrators, advisory boards, and news media.
  • Maintains current knowledge of trends and changes in federal, state, and local regulatory standards regarding resilience, sustainability and natural resource management. 
  • Performs other related duties as required, may assist with environmental permitting and inspection reviews of public and private development projects related to the Coastal Construction Control Line (CCCL), dredge & fill, sea turtle protection, and lake fill applications and petitions.

ABILITIES

  • To plan, direct, and evaluate programs; assess overall City effectiveness.
  • To work as part of interdepartmental team assessing climate vulnerabilities and building resiliency into projects and programs, lending leadership qualities to the group when needed to accomplish tasks. 
  • To anticipate work to be done and initiate proper and acceptable direction for completion of work with minimal supervision and instruction.
  • To communicate effectively in oral and written form and to make presentations before various groups.
  • To collect information; to plan, organize, develop, and prepare reports, correspondence, and other related documents.
  • To establish and maintain effective working relationships with fellow employees, City officials, external agencies, and the general public.

KNOWLEDGE

  • Pertinent Federal, State, and local laws and regulations governing natural resources and sustainability.
  • State vulnerability assessment and adaptation planning criteria, resiliency planning and execution.
  • Sustainability initiatives for municipalities.
  • Public relations, media relations and marketing.
  • All computer applications and hardware related to performance of the essential functions of the position.


MINIMUM QUALIFICATIONS

  • Bachelor's degree in Environmental Science, Environmental Studies, Public Administration, Land Planning, Law, or related field; Master's degree preferred.
  • Five (5) years progressively responsible experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
  • Must possess and maintain a valid Florida driver license, class "E," and a driving record which meets or exceeds minimum City driving standards.

OTHER REQUIREMENTS:

The City of Naples is a Tobacco-Free Workplace.
