POSITION SUMMARY
The Collections Clerk takes payments for the city water, sewer, and trash accounts, processes and post payments for other city services and acts as a liaison to contracted waste haulers for trash service.
SUPERVISION RECEIVED AND EXERCISED
Receives supervision from the Water Administration Supervisor. Exercises no supervision.
ESSENTIAL RESPONSIBILITIES AND DUTIES
1. Receives funds and posts payments to the appropriate utility accounts assuring for accuracy and timeliness. Processes incoming mail, drop box and kiosk. Enter payments for utility bills through the cash drawer distributing monies to the proper accounts by selecting correct accounts.
2. Receives and posts payments to the appropriate City accounts assuring for accuracy and timeliness. Enter payments for City services through the cash drawer distributing monies to the proper accounts by selecting correct codes.
3. Maintains awareness of various fees that must be collected for accuracy.
4. Sign up new customers, transfers accounts, and make disconnections for existing customers by using work orders, assuring for proper accounts and meter numbers. Also advises utility billing to transfer deposits if necessary, assuring for accuracy.
5. Actively collects on past owed monies.
6. Monitor past due accounts, make payment arrangements per policy with customers when needed and follow up regularly.
7. Answers questions via phone, email, or in person timely and completes follow-ups when necessary and responds to messages left by customers.
8. Prepares daily closing reports, control spreadsheet, and prepares bank deposit when requested.
9. Prepares and balances a check out sheet each day, counting the cash drawer, assuring for accuracy.
10. Files receipts and customer information sheets assuring for accurate filing in a timely manner.
11. Provides customer assistance, answers the phone, and addresses customers’ complaints.
12. Performs other duties as assigned.
QUALIFICATIONS
1. Maintain financial records and prepare clerical and financial reports and statements.
2. Read and post numerical data rapidly and accurately.
3. Perform basic mathematical computations to include addition, subtraction, multiplication, and division.
4. Understand oral and written instructions.
5. Communicate effectively verbally and in writing.
6. Prepare clear, concise, and organized business correspondence.
7. Provide customer service.
8. Organizational and filing skills.
9. Effectively manage time.
10. Proficiency in using billing software, email, Office 365, including word and excel and Adobe.
11. Ability to work with and maintain confidential and sensitive financial information.
12. Ability to use standard office equipment including telephone, facsimile, computer, scanner, copier, printer, postage machine and folder/inserter.
EDUCATION AND EXPERIENCE
High School Diploma/GED and one to three years of job-related experience is desired; or an equivalent combination of education, training and experience.
PHYSICAL REQUIREMENTS
Work is performed in an office setting amid normal conditions of dust, odors, fumes, and noises and involves a considerable amount of public contact. Must have ability to sit or stand for prolonged periods. Must be able to lift and carry up to 30 to 40 pounds periodically.
Miscellaneous Requirements
1. Must successfully complete pre-employment substance abuse testing.
2. Will be subject to background investigation and physical.
3. Will be subject to random substance abuse testing.

Pay: $31,200.00 - $41,590.00 per year
