Summary
Provides legal advice on tax title matters for the City. Renders legal opinions; negotiates, drafts, and reviews legal documents; performs legal research; title searches; and pursuit of all tax title matters. Represents the City in court and administrative proceedings; assists residents with difficult transactions; manages the City’s tax title portfolio; establishes and implements new procedures and implements changes to existing procedures; performs other legal work as assigned.
Essential Functions
1. Research and prepare legal documents for Land Court and Registry of Deeds.
2. Prepare and manage legal agreements for delinquent taxpayers consisting of daily collections and quarterly reconciliation.
3. Prepare and send initial demand letters.
4. Initiate the foreclosure process and take properties through Land Court to receive final judgment.
5. Research the reuse or best use of tax title parcels.
6. Review legal matters related to real estate, tax title takings, foreclosure proceedings, and related due diligence activities.
7. Perform title searches.
8. Record redemptions at the Registry of Deeds.
9. Work with realtors, appraisers, outside attorneys, taxpayers, and auctioneers for the sale or auctioning off of tax possession parcels.
10. Report to Land Court in-person/online as a representative of the City; provide status report on pending cases.
11. Use the City’s ERP system for entering data and providing reports on tax title matters.
12. Work on returning properties to the tax roll, recover revenue, and dispose of or reuse tax title parcels.
13. Negotiate, prepare, draft, and review legal documents including but not limited to contracts, deeds, easements, subordinations, memoranda, opinions, briefs, ordinances, guarantees, indemnities, bonds, and other documents.
14. Attends and represents the Treasurer’s Office and the City at administration and public meetings, often at night, including but not limited to, meetings of the City Council.
15. Perform legal work and duties as assigned and required.
