What are the responsibilities and job description for the Assistant City Engineer position at City of New Berlin?
Assists the Director and Deputy Director of Community Development and City Engineer and represents the City of New Berlin on issues that require the knowledge and experience of a Civil Engineer. This position requires independent initiative in prioritizing projects, design, construction management, compliance, and maintenance of all Public Infrastructure. ESSENTIAL DUTIES
Experience: Degree plus practical experience that is commensuarte with requried duties. An emphasis in municipal engineering, transportation and/or water resources is desirable.
Certifications/Licenses: Registrations as a Professional Engineer with the State of Wisconsin, or ability to obtain PE within one-year of employment.

Manual Dexterity:Work requires definite skilled and accurate physical operations requiring some closely coordinated performance.
Physical Effort:Work requires handling average weight materials or equipment, but not for sustained periods.

- Coordinates across all City departments to develop an optimized five-year comprehensive construction plan for the City’s public infrastructure.
- Manages specific projects including supervising the work of subordinate engineering staff in these projects. From time-to-time this position will assist the Code Compliance Specialist with specifically assigned tasks that may involve and/or require a higher level of civil engineering expertise and direction.
- Reviews the work of engineering division staff and assists them as needed.
- Assist the public, applicants, and/or consultants regarding relevant engineering information and attends meetings and makes reports as required acting as liaison on engineering issues. These boards and commissions may include, but are not limited to, the Board of Public Works, Common Council / COW, Plan Commission, Community Development Authority, Safety Commission, Utility Committee, and/or the Water Resources Utility Committee.
- Assists the Department in the preparation of annual division and capital budgets, funding requests, and grant applications.
- As assigned, provide coordination, budget and management oversight of Engineering CIP projects, administer and manage the approved budget between city departments and/or other regulatory agencies.
- Directly supervises project consultants as required.
- Administers and inspects permits for excavation within the public Right-of-Way including driveway and culvert replacements & installations and new home access.
- Assists the Planning Division with development reviews and park planning projects to include, but not limited to, design work, cost-estimating, seeking quotes and/or public bidding.
- Assists the Planning Division with maintaining and updating the City’s Comprehensive Plan, Zoning Code, and Subdivision Code.
- Investigates and coordinates the use of new design and construction techniques to provide value engineering of labor and materials.
- Assist the Utility department with private development project plan review as needed.
- Assist the Water Resources Utility Division with plan review and construction site inspection as needed.
- Assist the Inspection Division in review of building permits as they relate to grading, drainage, Utility connection, and property access.
- Coordinates with consulting engineers on design work for compliance with City, State and Federal standards.
- Managing private development construction of public infrastructure by means of Development Agreements, construction inspection oversight, and administration.
- Determine the scope of engineering projects, prepare requests for proposals, and contracts for consulting services.
- Manages Bidder’s Qualification Statements, prepares specifications, contracts, plans and other bidding documents for infrastructure improvement projects and administers said public improvement projects.
- Maintains the Developer’s Handbook.
- Maintains asset management database, project records, and correspondence.
- Performs and reviews traffic studies as necessary and/or as required by City boards and commissions and makes recommendations.
- Conduct Field investigations for site grading, erosion control, drainage, and other small-scale field survey work, as required.
- Assists the DCD Director, DCD Deputy Director and City Engineer on various projects and/or requests as assigned.

Salary : $74,888 - $101,098
