POSITION OVERVIEW: Under direction of the Chief Operations Officer (or the Mayor in absence of one), has the responsibility for the administration, supervision and inspection of buildings under construction, alteration or repair to insure compliance with building, plumbing, electrical and mechanical codes as well as housing inspections to insure compliance with the City of New Britain Code of Ordinances. Performs related work as required.
SUPERVISION RECEIVED: Reports to the Chief Operations Officer (or the Mayor in the absence of one)
SUPERVISION EXERCISED: Provides general supervision to the Chief Building Official, building inspectors, housing inspectors and administrative staff.
EXAMPLES OF ESSENTIAL DUTIES:
- Responsibility to perform and participate in field inspections as required, confer with contractors, city officials and the public to provide information and to resolve problems and complaints.
- Examines Building Plans and Specifications,
- Issues licenses or permits for the erection, alteration and demolition of buildings and structures.
- Enforces City of New Britain Code of Ordinances related to the housing code.
- Assigns works to subordinate staff in the functional areas of the enforcement of zoning laws, related ordinances and State and City codes governing the construction within the City.
- Formulates policies and procedures for the Department.
- Prepares the annual operating budget and assumes the responsibility for the fiscal management of the Department.
- Makes presentations to the Common Council, community agencies, boards and commissions.
- Participate in city projects and coordinates work of the Licenses, Permits and Inspections Departments with the activities within the city and among other city departments.

MINIMUM QUALIFICATIONS: Graduation from a four (4) year college or university with specialization in civil engineering, public administration, business administration or a related field, supplemented by at least six (6) years of progressively responsible experience in the construction field in a supervisory capacity or an equivalent combination of the above training and experience totaling ten (10) years. Certification by the State of Connecticut as a Building Official within six (6) months from the date of employment.
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles and practices of building construction and maintenance. Comprehensive knowledge of State building codes. Thorough knowledge of standard tools, materials, and practices of building trades. Ability to interpret and work from technical sketches and blueprints. Considerable skill in the use of standard equipment and testing devices of the building trade and in locating and correcting defects in building facilities. Ability to consult with property owners, contractors, and the public and to establish and maintain effective working relationships with them. Extensive managerial ability including the ability to plan and set objectives, direct and control diverse programs, develop, evaluate and train employees, and work with boards, citizen groups and various local, state and federal officials. Ability to prepare an operating budget and to monitor complex financial records. Skill in decision making under uncertain conditions with limited data. Ability and skill in developing effective working relationships with elected officials, management, peers, staff, community groups, and other organizational entities. Ability to prepare narrative and statistical written reports of complexity in clear and concise terms. Ability to enforce regulations with firmness and tact. Ability to supervise, plan and direct staff operations.
LICENSES OR CERTIFICATES: Must have a valid Connecticut Driver's License.

PASSING GRADE: The minimum passing grade is 70%.
PROBATIONARY PERIOD: The probationary period for this position shall be twelve (12) months.
DURATION OF EMPLOYMENT LIST: A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. The Civil Service Commission, may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is in the best interest of the City. However, in no case shall any certified employment list remain in force for more than two years.
RULE OF FIVE PLUS THREE: The Appointing Authority is sent the first five names on the certified employment list plus the next three highest City residents. All may be considered equally for the one job vacancy.
PHYSICAL EXAMIN ATION: Prior to beginning work, the successful candidate must complete and qualify on a City medical examination (including a drug screen) and a background investigation.
