What are the responsibilities and job description for the Assessment Systems Manager position at City of New Haven?
- Centralizes all data currently contained in each inspectional division and works with the data collection and processing divisions to design an efficient system of collection and dissemination.
- Coordinates the maintenance of all records maintained by the Assessor and required by state statute, including the standardization of departmental records.
- Analyzes assessment data and assists in preparation of required state reports.
- Monitors the activity of the exemption database including but not limited to tracking personal exemptions for the blind, disabled, elderly and veterans, facilitating the removal and addition of exemptions for property which has changed in use and annually reviewing assessment deferrals already in place.
- Manages data in a personal computer environment utilizing Microsoft Office and other standard software, as well as industry specific appraisal software.
- Performs statistical tests on data to prepare predictions of impact on assessment programs.
- Reviews and revises audit procedures which may at times require physical inspection of personal property on site at the subject location..
- Evaluates all programs run by the office and assesses their impact on the departmental and general City budget
- Performs related work as required including special projects as needed.
- Considerable knowledge of and skill in the use of personal computers.
- Knowledge of the types and availability of pre-packaged industry software and the ability to evaluate and apply to office needs.
- Knowledge of CT state laws, statutes regulations and principles governing the assessment of property.
- Knowledge of administrative analysis/research techniques and of the sources and availability of information.
- Familiarity with the periodic process of revaluation in the state of CT.
- Ability to design and conduct research and to prepare reports.
- Ability to express ideas clearly and effectively, orally and in writing.
- Ability to establish and maintain effective working relationships with other employees and the public.
- Certified Connecticut Municipal Assessor (CCMA) designation preferred but not required.
- Internal only - open only to current City of New Haven & BOE employees meeting minimum requirements. Must be a current City of New Haven or BOE employee.
This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.Applications will be reviewed by the Department of Human Resources. Applicants meeting minimum requirements may be invited to participate in a Civil Service exam process at a later date.
