What are the responsibilities and job description for the Inspector (Combination Building) position at City of New Iberia Municipal Civil Service?
EXAMPLES OF WORK:
Incumbent visits building sites and personally inspects the structural, electrical, plumbing, and mechanical aspects of building projects from start to finish, applies a comprehensive knowledge of construction codes to identify variances with code, informs and compels contractors to adhere to code or refuses to allow construction to continue. Class may encompass trainee positions wherein incumbents are required to achieve certification within a reasonable time period. Incumbent also enforces the New Iberia Compliance Codes and other ordinances as addressed by cases brought to the Mayor’s office.
Identifies commercial and residential sites and projects to be visited from list of permits granted or in response to calls from contractors, owners and / or the public. Carefully reviews plans, drawings, specifications, permits, records of contractor’s licenses; walks through construction and personally views structural, electrical, plumbing, and mechanical materials, installations of all aspects, and location set backs. Views soil conditions, excavations, foundations, footings, load bearing structures, materials, trusses, columns, beams, ventilation, partitions, fire places, fire brick and related. Views distribution panels, circuit breakers, wiring material, junction boxes, outlets, grounding, circuit design and related. Views air conditioner compressors, evaporators, controls, condensers, blowers, duct work, refrigerant labels and heating equipment. Views water piping, cut off valves, water heating equipment, back flow preventers, sanitary sewer installations. Identifies any conflicts with codes, requires conformity with code in order for project to continue or be accepted as complete. Conducts inspections for compliance of City ordinances; such as illegal signs, buffer encroachments, non-permitted properties, blighted properties, etc. Researches property ownership and participates in the formal notification process for violations. Keeps accruate records throughout the process. Answers calls from homeowners, contractors, disseminates information concerning codes and their requirements. Performs related work as required.
MINIMUM QUALIFICATIONS:
Must have at least 5 years of experience in a construction related field as an inspector, superintendent or foreman in charge of building work, or who is a college graduate in construction management; or who has had equal training in any of the above. Ability to read schematics and blueprints. Ability to review specifications and make necessary calculations. Must obtain State approved certifications, for both residential and commercial, as a building, electrical, plumbing, and mechanical inspector within the time frame established by the Louisiana State Uniform Construction Code Council. A valid Louisiana driver’s license is required; and also must meet the general requirements of the City’s auto insurance company. Completed high school is desired.
Essential Functions: Inspections require climbing into attics, walking through construction sites, entering confined spaces, as well as normal vision, hearing and speaking abilities, and key boarding, and driving.
