The Mayors Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide from planning and release of agency solicitations to payment of vendors. Annually agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair transparent efficient and costeffective.

MOCS makes it easier to do business through use of endtoend technology tools increases transparency by publication of enriched data and hosting public hearings and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer (CCPO).

MOCS team members operate in collaborative serviceoriented environment where flexibility and ability to achieve results are valued. Staff must conduct all duties relevant to their position in their assigned division and demonstrate an advanced level of expertise. This position requires a focus on aligning daily operations to the agencys strategic priorities engage stakeholders in planning and ensure performance using welldefined success metrics and project management strategies. All staff are expected to deliver timely and quality work products and services participate in ongoing improvement activities proactively deepen their knowledge of procurement and government operations and will use modern technology software and hardware to complete daily duties.

MOCS seeks to hire a highly motivated individual with project management and financials experience who will work with various internal and external stakeholders to support the Citys nonprofit initiatives for timely contract registration and payment. As a member of the Nonprofit Ombudsman (NPO) team in the Office of the First Director the Assistant Director will work under the direction of the Senior Associate Director and collaborate closely with the Financials Division. In addition to analytical and coordination responsibilities the Assistant Director will be expected to provide ongoing support to City health and human services agencies on existing and prospective policies.

The role includes the following specific responsibilities which will continue to develop and grow :

Support the development and implementation of nonprofit contracting and payment reform efforts.

Create project plans and support the coordination and management of those plans including standard operating procedures.

Provide change management support to internal and external stakeholders including nonprofit organizations and City human services agencies.

Assess and evaluate quality improvement plans sharing trends and patterns with MOCS teams.

Research and analyze policies practices and data to identify opportunities to streamline business processes inform strategic priorities and strengthen relationships between the City and external stakeholders. Share findings through written briefs and presentations.

Colead tasks related to planning coordination and preparation of meetings trainings and projects.

PREFERRED SKILLS :

Project management : Plan and organize in a fastpaced evolving environment; meet deadlines and work independently while paying close attention to details.

Change management : Flexibility and adaptability while dealing with digital transformations.

Communication skills : Communicate effectively across varied stakeholders many with competing interests; sound judgment and appropriate discretion.

Presentation skills : Create and deliver inperson and virtual presentations to diverse audiences.

Computer skills : Demonstrated proficiency in Microsoft Office applications; ability to learn teach and troubleshoot technical systems.

Data analysis : Demonstrated proficiency in Microsoft Excel including pivot tables; experience with collecting and analyzing data to see trends extrapolate conclusions and identify opportunities.

Experience in public policy analysis City human services contracting PASSPort and / or nonprofits.

Minimum Qual Requirements

Graduation from an accredited college with a baccalaureate degree; or

Graduation from an accredited community college plus two years of experience with administrative analytic coordinative supervisory or liaison responsibilities; or

A fouryear high school diploma or its educational equivalent plus four years of experience as described in 2 above; or

A satisfactory equivalent combination of education and experience.

Qualifications :

1. Do you have a baccalaureate degree from an accredited college or university

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative analytic coordinative supervisory or liaison responsibilities

3. Do you have a fouryear high school diploma or its educational equivalent approved by a states Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question 2 above

4. Do you have a satisfactory combination of education and / or experience equivalent to that described in questions 1 2 and / or 3 above
