The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.

MOCS makes it easier to do business with the City through use of its end-to-end digital procurement platform PASSPort, managing every stage of the procurement process from vendor sourcing, releasing and responding to solicitations to contract award, development, registration and invoicing. With over $34.3B in City Contract awards this past fiscal year, 155,000 annual city contract actions, 37,000 contract actions registered and 29,000 vendors filed, PASSPort is a one-of-its-kind transparency tool, increasing efficiency and streamlining processes within New York City procurement.

The agency also delivers on its mission through the publication of enriched data, hosting public hearings, and providing direct assistance and resources to all stakeholders. MOCS partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.

We are seeking a visionary Chief Product Officer (CPO) to lead the PASSPort strategy, drive innovation, and oversee the full procurement, contracting and payment lifecycle through the technology systems of the City of New York. This is a unique opportunity to shape the future of e-procurement while delivering meaningful value to the city’s vendors, agencies and oversights.

Responsibilities :

  • Reporting to the agency head / Director, City’s Chief Procurement Officer, function as lead PASSPort and procurement subject matter expert.
  • Define and execute the e-procurement vision and roadmap for the current system PASSPort, maintaining alignment with agency-wide goals and priorities.
  • Identify, develop and advocate for projects and tools that increase process efficiency and automation.
  • Collaborate with Chief Technology, Financial and Change Management offices to develop and launch innovative features tailored to procurement professionals.
  • Conduct market research, user analysis and lead meetings to identify opportunities and user pain points in the e-procurement space.
  • Prioritize PASSPort releases and improvements to drive efficiency, user adoption, and user satisfaction.
  • Ensure successful delivery of PASSPort through clear communication, goal setting, and process optimization.
  • Monitor key performance indicators (KPIs) to evaluate success and inform future strategies.

Preferred Skills :

  • 10 years of experience in product management, including 5 years in a leadership role.
  • A strong track record of developing and launching successful B2B technology products, preferably in procurement, supply chain, or enterprise software.
  • Deep understanding of procurement workflows, challenges, and trends is a plus.
  • Expertise in product management frameworks and methodologies.
  • Excellent strategic thinking, analytical, and decision-making skills.
  • Exceptional communication and leadership abilities, with a proven history of building collaborative teams.
  • Experience in scaling products for a global user base is highly desirable.
  • A passion for technology and a user-centered design approach.
  • Minimum Qualifications

  • Do you have a baccalaureate degree from an accredited college or university?
  • Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
  • Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?
  • Do you have a satisfactory combination of education and / or experience equivalent to that described in questions "1," "2," and / or "3" above?

    Residency Requirement

    New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
