New York City Emergency Management (NYCEM) helps New Yorkers before during and after emergencies through preparedness education and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise including individuals assigned from other City agencies.

The Planning and Resiliency (P&R) Bureaus mission is to prepare the city to respond and adapt to emergencies through collaborative scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. To execute this mission the P&R Bureau includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical Human Services and Critical Infrastructure; Resiliency and Recovery with an assistant commissioner leading the Resiliency Implementation and Resiliency and Recovery Planning units; and the Planning unit.

The Critical Infrastructure Unit develops planning guidance for coordinating citywide support for transportation network contingencies utility disruptions and infrastructure emergencies. The unit delivers operational policy support and subject matter expertise on the NYC regions mobility infrastructure and utility systems.

Reporting directly to the Director of Critical Infrastructure the Critical Infrastructure Specialist will support the units efforts in all aspects of planning and operational coordination related to emergency transportation contingencies utility disruptions and hazards impacting public infrastructure in New York City.

This position will have broad responsibility to coordinate with and provide technical assistance to internal and external partners regarding planning efforts and operational programs for hazards that may impact the New York City region.

Specific responsibilities may include :

Aiding in the development of plans for coordinating a citywide response to public hazards.

Working closely with City agencies and utility partners to identify roles and responsibilities within operational planning and response to resolve gaps according to the needs of the community.

Researching innovative methods to advance the Citys emergency planning and increase responsiveness to the needs of local communities including people with disabilities access and / or functional needs.

Identifying ways to organize and track key data and operations to support situational awareness of citywide impacts restoration and relief needs.

Developing and implementing planning and response procedures for emergency events ensuring alignment with short and longterm objectives.

Maintaining critical working relationships with public and private sector partners including Parks NYCHA Con Edison PSEGLI National Grid and telecommunication partners while serving as a liaison on assigned projects.

Other projects and tasks as assigned based on emergency or leadership priorities

  • PLEASE NOTE THE FOLLOWING :

The selected candidate will be assigned to an oncall Emergency Operations Center (EOC) team and will be expected to work nonbusiness hours during some emergencies. These nonbusiness hours include nights weekends holidays and extended week hours outside of a 9AM5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the oncall EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time with six weeks off in between.

Funding This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8 / 31 / 2027 with the possibility of an extension.

Candidates must be authorized to work in the United States without employer support to be eligible for selection.

The selected candidate will be required to be in person in the office location three days per week with exceptions for extenuating circumstances.

PREFERRED SKILLS

Experience collaborating with representatives from government agencies and private organizations

Familiarity with utilities and critical infrastructure topics related to emergency management

Ability to adapt to evolving circumstances and work with public and private partners

Understanding of utilityrelated coordination efforts in emergency planning and response

Experience working with data visualization dashboards and quantitative analysis

Familiarity with social and economic impacts of inequality in the built environment particularly in emergency contexts

Strong organizational communication and interpersonal skills

Experience leading meetings and workshops

Exposure to or experience working with transportation infrastructure or utility organizations

  • EMERGENCY PREPAREDNESS SPECIAL 94612

    Qualifications :

    1. A fouryear high school diploma or its educational equivalent approved by a states department of education or a recognized accrediting organization and six years of satisfactory fulltime professional experience in one or a combination of the following : emergency management fire police or military service public safety public health public administration urban planning engineering or another specialized area to which the appointment is to be made; or

    2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in 1 above; or

    3. A masters degree from an accredited college in emergency management public administration urban planning engineering economics political science the physical sciences or related field and one year of satisfactory fulltime professional experience in the areas listed 1 above at least two years of which must have been in one of those areas or another specialized area to which the appointment is to be made.

    4. Education and / or experience equivalent to 1 2 or 3 above. However all candidates must have a fouryear high school diploma or its educational equivalent.

    Special Note :

    To be eligible for placement in Assignment Level II individuals must have after meeting the minimum requirements one additional year of professional experience as described in 1 above.
