Duties
Under general direction, with wide latitude for the exercise of independent judgment and initiative, perform and be responsible for complex work in planning, coordinating and overseeing the development, implementation and ongoing maintenance of agency environmental compliance programs. Specific duties will include, but are not limited to:

Duties
Under general direction, with wide latitude for the exercise of independent judgment and initiative, perform and be responsible for complex work in planning, coordinating and overseeing the development, implementation and ongoing maintenance of agency environmental compliance programs. Specific duties will include, but are not limited to:
- Oversee the development of contracts related to the environmental components of various construction and environmental projects, assist with procurement coordination, bidding negotiations.
- Conduct environmental compliance inspections covering a wide range of environmental compliance areas.
- Waste Management (RCRA/NYS REG)
iii. Remediation of Petroleum Storage (PBS, SPCC)
iv. Wetlands
- Engage in or conduct complex research, investigations, studies and examinations related to the environmental functions or activities of the agency, act as agency environmental liaison.
- Approve or supervise the design, engineering, inspection, construction, demolition and/or alteration of premises, installations and equipment to ensure compliance with contracts, drawings, specifications, codes, resolutions, statutes, rules and regulations.
- Assist agency staff in the preparation of environmental permits.
- Assist in resolving environmental related violations.
- Supervise the installation, inspection and testing operations at job sites, as well as contractor activities. Ensure compliance with regulatory agency permits, regulations or programs including Spills, Brownfield Cleanup, Environmental Restoration Storm Water and Materials.
- Develop agency environmental program, establish policies and procedures related to scoping, planning, budgeting, and compliance and delivery methodologies; develop best practices for project execution and management. Develop agency environmental awareness and procedural standards and related training.

Minimum Qualifications
- For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

- Experience in hazardous waste management 2. Excellent communication and organizational skills. 3. Proficiency with Microsoft Word, PowerPoint, Excel and knowledge of AutoCad, Bluebeam and ArcGis. 4. Demonstrated experience Spill Prevention Control and Countermeasure Plans, managing remediation projects and/or hazardous waste management. 5. Familiarity with New York State Department of Environmental Conservation environmental regulations, Federal Environmental Regulations and New York City’s related policies and practices. 6. Professional Engineer license in Environmental Engineering a plus. 7. At least (5) years professional experience in the field of environmental compliance. 8. Valid New York State driver license.
