The Division

The Economic Development & Regional Planning Division is responsible for supporting the Department of City Planning, City Planning Commission, and City on a wide range of issues related to the equitable economic development of NYC neighborhoods and understanding the City’s sustainable growth objectives within the context of citywide and regional trends. Its diverse work program includes routine data collection and analysis of employment, neighborhood business activity, commercial and industrial markets, workforce and access to opportunity to help the City understand its economic health. The division also analyzes regionally scaled socioeconomic, housing, transportation, and mobility patterns to understand the city’s relationship with the surrounding tri-state metropolitan region. The division leads planning studies and initiatives of citywide scope for the agency, provides advice on the application of policy to individual land use review applications, and – working with other DCP divisions and the Executive office, sister agencies like the Economic Development Corporation (EDC), Department of Small Business Services (SBS), Office of Management and Budget (OMB), and Housing Preservation and Development (HPD), City Hall, and other City and State agencies – assists in setting and implementing policy priorities and objectives that support the city’s long-term economic and sustainable growth. The division is also responsible for communicating and coordinating DCP and City initiatives and priorities with other governing entities throughout the larger New York metropolitan area and acts as an essential resource on regionally scaled trends and planning issues.

The Role

Under direction of the Director and Assistant Director of the division but with wide latitude for independent judgement, the Senior Planner will be an integral member of the EDR team, working to develop and execute the division’s policy development and program management in areas affecting the city and regional economy, developing policy and zoning proposals, and acting as a lead subject matter expert and liaison on a range of economic topics. A chief responsibility of this position is acting as the Agency manager for the FRESH supermarket incentive program, an innovative zoning tool which has supported the creation of grocery stores across the city in underserved areas. The Senior Planner will provide technical support on new applicants to the program, monitor existing participants, and serve as the primary liaison to industry for program participation. In addition, the Senior Planner will have the opportunity to lead on division projects, shaping research, developing analysis and insights, crafting policy responses, and serving as a liaison and advisor representing the division internally and externally.

The successful candidate will have strong quantitative analytical skills and project management skills, with an ability to present thoughtful, coherent messaging on complex topics in compelling written, visual, and oral communication and a track record of managing complex team projects. Demonstrated familiarity with zoning, land use, and development trends and processes are highly valuable.

Responsibliities

Provide ongoing Agency oversight of the FRESH Grocery Store incentive program

  • Become a subject matter expert in program requirements and provide review and guidance on applications to borough planners.
  • Monitor and track approved projects through development and operations phases.
  • Act as primary liaison to supermarket industry and potential applicant community.
  • Working with other colleagues at DCP, the NYC Economic Development Corporation, and the NYC Mayor’s Office of Food Policy, research and develop food access metrics, informing potential future zoning and other food policy initiatives.

Lead complex projects, priority initiatives, and studies of citywide and regional issues

  • Act as an organized project manager of workflows involving multiple Department divisions and cross-agency projects with citywide and/or regional implications.
  • Manage project development cycle from scoping, to ideation, to public review or release.

Develop analytic materials in support of the division’s research objectives

  • Produce quality research deliverables utilizing quantitative and qualitative information, incorporating best practices of data usage, and presented in clear and compelling visual and narrative formats.
  • Assist in the scoping of research questions and analytic tasks in the service of policy development, and provide clear guidance and synthesis around data insights.

Convey subject matter expertise and policy advice on behalf of the Division and Department

  • Serve as economic development support to a range of ongoing neighborhood studies and development projects.
  • Represent the Agency at meetings with public agencies, civic, business and community groups, community boards, other local governments, regional stakeholders, inter-agency committees and task forces, and within the Department and city agency family.

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
  • A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate

education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV

To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

Preferred Skills

  • Ability to conduct Excel-based data analysis and visualization. - Demonstrated familiarity with at least one of U.S. Census American Community Survey, Bureau of Labor Statistics, PLUTO, CoStar, or a comparable dataset. - Experience conducting studies, performing qualitative and quantitative analysis, writing reports, and preparing and delivering presentations to a variety of audiences. - Can work effectively in a team structure to complete tasks in a timely fashion under minimal supervision, monitor a work program, manage multiple projects simultaneously. - Outstanding interpersonal skills, and an ability to work and build consensus in a complex, multi-disciplinary environment. - Proficiency in MS Office (Word, Excel, PowerPoint) required. - Experience with spatial analysis and mapping using ArcGIS or other geospatial tools (i.e. QGIS, Carto) required. - Experience with Adobe Creative Suite (Acrobat, Illustrator, and/or InDesign) a plus. - Experience completing data analysis using programming languages (i.e. python) or other statistical analytic software packages a plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
