The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Human Resources Administration (HRA) is the nation's largest local government social services agency. HRA fights poverty and income inequality by administering more than 15 major public assistance programs, including Cash Assistance, the Supplemental Nutrition Assistance Program (SNAP), Medicaid, Domestic Violence Services, Home Care Services, Child Support Services, and numerous other critical support benefit programs and services. In administering these benefit programs, HRA assists over three million New Yorkers annually.

The Executive Project Management Office (EPMO) executes and implements the HRA Administrator's and EPM's agenda. This entails launching and managing new programs (e.g., the Emergency Rental Assistance Program or ERAP); supporting Information Technology (IT) initiatives through various services, including business analysis, project management, relationship management; prioritizing IT financial resources for HRA; securing Governance approval for new IT projects; coordinating business process improvement initiatives and overseeing the implementation of corrective actions; providing relationship management and escalation services on behalf of HRA clients and service providers with other city as well as state government entities; and coordinating cross-agency initiatives.

The Office of the Administrator / Executive Project Management Office (EPMO) is recruiting one (1) Administrative Staff Analyst NM-III, to function as Executive Director, EPMO, who will :

  • Plan, execute, and monitor new programs and initiatives for HRA in collaboration with the Executive

HRA Project Manager. Provide leadership and strategic support to stakeholders throughout the

program / project life cycle. Collaborate with HRA Chiefs, key support areas, and external stakeholders

in related functions, including preparing business cases and requests for proposals; securing

  • governance approval; coordinating resourcing and contracting aspects; project-managing execution;
  • providing or overseeing management reporting.

  • Provide project management services for critical new agency projects, including formulating project
  • charters and business visions; overseeing project plan developments; ensuring on time, on scope,

    and on budget delivery of new projects that enhance the agency's ability to service its clients.

  • Prepare reports and makes presentations to update program and agency leadership on progress;
  • Serve as a liaison between HRA program areas and non-HRA project stakeholders, service providers,

    and oversight entities; foster transparency, teamwork, and accountability among team leads and

    stakeholders.

  • Oversee the activities of the EPMO Data Analytics Unit by providing leadership direction to the
  • Director, manage work expectations, resolves risks impacting the integrity of HRA client data and

    systems, and collaborate with internal and external stakeholders to identify areas for improvement

    in support of rental assistance programs administered by NYC HRA.

  • Oversee the unit under the Program Manager, direct business process improvement initiatives, and
  • monitor programs and initiatives for needy adults and families. Analyze, and synthesize relevant

    information contributing to enhanced, data-driven strategic decision-making and performance

    monitoring. Oversee the preparation of and reviews reports, presentations, business cases,

    Certificates to Proceed (CPs), and other key initiative artifacts to ensure clear and effective

    communication of findings, objectives, and recommendations to internal and external stakeholders.

    Make presentations to program management and agency leadership and represents the EPM in

    meetings.

  • Manage cross-agency projects impacting critical operations or enterprise systems that span HRA
  • and other city agencies. Lead cross-agency project teams, ensures project plans and objectives

    are clearly articulated and documented, ensure participation and deliverables from HRA / DSS

    stakeholders, facilitate implementation that meets the strategic needs and objectives of the

    agency.

  • Monitor compliance of projects with the agreed upon constraints and for adherence to agency policies
  • and standards. Identify risks, develop and implement mitigation strategies to come into compliance with

    the relevant constraints, policies and standards. Collaborate with all relevant stakeholders across the

    agency to ideate and oversee the implementation of recommendations and corrective action plans to

    mitigate these risks.

    Hours / Shift : 9am-5pm

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, social services program planning / evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
