Assistant/Associate Civil Engineer

The City of Newark is seeking an energetic and committed Assistant Engineer, Assistant Civil Engineer, or Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects with a particular emphasis on Traffic and Transportation Engineering. This position is flexibly staffed and may be filled at the Assistant or Associate Engineer level depending on experience of the individual and possession of the required licenses and certifications. 

EXAMPLES OF DUTIES

Examples of duties specific to the current Assistant Engineer, Assistant Civil Engineer and Associate Civil Engineer (Traffic/Transportation) vacancy are as follows:

• Receive, evaluate, investigate and respond to citizen requests
• Collect and evaluate data related to traffic flow, speed and circulation patterns; conduct or oversee traffic engineering studies and investigations
• Review and approve traffic control plans
• Monitor traffic signal maintenance performed by contractors and Engineering Technician
• Prepare and implement traffic signal timing plans
• Prepare traffic signal, street improvement, signing and striping plans, specifications, and cost estimates for Public Works Capital Improvement Projects, solicit and review bids and make recommendations for project award and acceptance
• Provide project management for Public Works construction and maintenance projects
• Evaluate need for traffic signals, pedestrian crossing enhancements, and traffic calming measures
• Manage the implementation of the City’s Pedestrian and Bicycle Master Plan
• Serve as City liaison for Alameda County’s Safe Routes to School Program and facilitate the identification, evaluation, and implementation of recommended improvements          
• Administer consultant selection process and manage consultant activities for compliance with scope, budget, and schedule
• Assists in construction inspection of a wide variety of transportation improvement projects
• Evaluate the transportation and traffic impacts of private development projects
• Prepare or assist with the preparation of Federal, State and local grants; monitor the appropriate use, expenditure and reporting of grant funds received

EXPERIENCE AND TRAINING

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Assistant Engineer / Assistant Civil Engineer

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.
• Two (2) years of Civil engineering experience.
• Possession of an Engineer-in-Training Certificate (Assistant Engineer)
• Possession of a valid Professional Civil Engineer in the State of California (Assistant Civil Engineer)
• Possession of a valid driver license and a satisfactory driving record throughout employment.

Associate Civil Engineer

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
• Three (3) years of civil engineering experience, including one year of lead responsibility. 
• Registered as a licensed Professional Civil Engineer in the State of California.
• Possession of a valid driver license and a satisfactory driving record throughout employment.

COMPENSATION & BENEFITS

Assistant Civil Engineer Salary:

Hourly - $52.54-$63.87 / Annual - $109,283.20-$132,849.60

Associate Civil Engineer Salary:

Hourly - $63.88-$77.64 / Annual - $132,870.40-$161,491.20

The City offers an outstanding benefits package that includes:  

• Health Insurance: The City contributes the following amounts to employee health and welfare benefits:
• Employee only: $932
• Employee 1 dependent: $1,862
• Employee 2 or more dependents: $2,460

If employee declines any or part of the City's cafeteria plan, employee may receive up to $450 cash-in-lieu per month. Any cash out will be paid to the employee in taxable compensation. Proof of medical insurance is required.

• Retirement: CalPERS 2.5% @ 55 for Classic members or 2.0% @ 62 for New PEPRA members. The City does not participate in Social Security. The City participates in Medicare.
• General Leave: 184 to 264 hours of general leave accrual each year, depending on length of service. Up to 80 hours of general leave may be converted to pay per fiscal year. 
• Management Leave: Up to 56 hours per fiscal year.
• Holidays: 13 paid holidays per year.
• Deferred Compensation: Voluntary participation.
• Life Insurance: City-paid $50,000 policy.
• Educational Reimbursement:  Up to $10,000 lifetime benefit
• Long-term and Short-term Disability: Voluntary participation.
• Health Allowance: $100/month
• Wellness: On-site bicycle lockers, and employee wellness activities such as workshops, fitness challenges, and informal meetings.
• Health & Fitness: Employees and eligible family members have free use of the gym, exercise equipment and aquatic facilities at the Silliman Activity and Family Aquatic Center, as well as resident rates for classes and rentals

The department interview will be scheduled at a later date. The selected final candidate will be required to complete a background check, including fingerprinting, and a basic physical exam.
