The purpose of this position is to provide emergency response services to the City of Newport. Provide supervision for Fire Engineers, Lieutenants, Firefighters, and other personnel as assigned. Instruct, train, lead, motivate, and evaluate assigned personnel. Maintain training, logs, maintenance, and other records, and ensure compliance to state and local rules and regulations. Insure readiness of personnel, apparatus, and equipment.
May be assigned to a 24-hour shift; or may be assigned as Training Officer or to other administrative position(s); may be assigned to perform any of the duties of Firefighter or Fire Engineer.
MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS:May be assigned to a 24-hour shift; or may be assigned as Training Officer or to other administrative position(s); may be assigned to perform any of the duties of Firefighter or Fire Engineer.
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be: A high school equivalency plus related coursework AND two years experience as a career Apparatus Operator or at least four years as a volunteer Lieutenant. Persons promoted to the Captain position must satisfactorily complete a 12 month probationary period. This period may be extended by up to six additional months with approval of the Chief.
KNOWLEDGE: Knowledge of emergency and medical practices including NIMS/ICS. Knowledge of federal, state, and local laws related to this occupation. Knowledge of training programs, instruction methodology, and curriculum development. Knowledge of fire behavior, firefighting techniques, fire prevention programs, supervision, and management techniques.
SKILLS: Skill in the use of personal computers, various software programs, and standard office equipment.
ABILITIES: Ability to establish and maintain an effective working relationship with city management, employees, Council members, other entities, and the public. Ability to communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues. Ability to elicit information and cooperation from individuals and groups. Ability to maintain the confidentiality required of this position. Physical ability to perform the essential job functions. Activity may require exposure to extremely hazardous situations in order to protect people and property.
SPECIAL REQUIREMENTS/LICENSES:
Must have and maintain a valid Oregon driver’s license, EMT-B Certification, ICS-100, 200, 300, 700 and 800, HazMat Operations, Firefighter I and II, Instructor I, NFPA Driver, Pump Operator, Mobile Water Supply Operator, and Aerial Operator certifications.
May be required to perform duties based on 24-hour shifts. While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility including the ability to frequently lift or move materials up to twenty-five pounds and rarely lift or move materials more than 100 pounds. The position requires the ability to operate a motorized vehicle. Manual dexterity and coordination are required approximately 70% of the work period to operate equipment such as computers, keyboards, telephones, and standard office equipment. Physical exertion may be required to climb stairs, ladders, over walls, move heavy objects, crawl through tight spaces, and kneel in confined areas.
WORKING CONDITIONS/WORK ENVIRONMENT:
Work locations include all types of indoor and outdoor environments. When in the field, the employee may be exposed to a variety of environmental conditions and to varying and extreme weather conditions. When responding to emergencies, employees risk physical hazard from smoke, heat, fire, noise, chemicals, bodily secretions, sharp objects, traffic, drugs, and drug paraphernalia. Involves contact with individuals under the influence of drugs/alcohol or who have communicable diseases. Subject to 24 hour call back for emergencies.
