Primary Reason Why Classification Exists
To operate heavy motorized equipment and perform semi-skilled to skilled labor in the installation and maintenance of water and wastewater systems or other municipal structures

Distinguishing Features of the Class
An employee in this class performs routine equipment operations in the maintenance and repair of streets, water and wastewater pipes, and other facilities. Emphasis of work is to operate light to heavy equipment such as pickup trucks, tractors, mowers, loaders, forklifts, backhoes, dump trucks, and/or other equipment. Work includes loading and unloading water and wastewater pipes at work sites, digging holes and trench lines to lay or remove water and sewer piping, equipment maintenance, operating leaf collection trucks, resurfacing cuts in streets, ditch maintenance, and other tasks. Work is supervised by a crew leader or other supervisory personnel and evaluated by visual inspection of work and feedback from coworkers and citizens.

Illustrative Examples of Work

  • Operates various construction and maintenance equipment including asphalt rollers, gasoline powered tamp, street sweeper, air compressor, and other equipment
  • Drives leaf vacuum truck for collection of curbside leaves
  • Loads and unloads supply trucks used by crews; operates loader, forklift, and backhoe to unload supplies and dig holes to lay or remove piping
  • Provides general labor to other departments such as collecting and disposing of garbage, picking up litter, discarding yard waste, and trimming trees and bushes
  • Makes routine equipment inspections to ensure proper operating condition; informs supervisor of equipment needing repairs
  • May perform work as a Utility Maintenance Worker II
  • Performs other related duties as required

Knowledge, Skills, and Abilities

  • Knowledge of the operation and general maintenance characteristics of motorized equipment such as dump trucks, backhoes, forklifts, mowers, and other equipment
  • Knowledge of the arterial road networks within and surrounding the City
  • Skill in operating a backhoe, forklift, loader, mower, tractor, dump truck, leaf blower, weed eater, tamp, jackhammer, and other maintenance equipment
  • Ability to seed, straw, fertilize, mow, shovel, and rake City grounds and landscaped areas
  • Ability to understand and carry out supervisory instructions
  • Ability to identify and report maintenance needs of various structures, grounds, and facilities
  • Ability to work regular hours, be available to work weekends or holidays, and be available for call-in duty in case of emergencies

Requirements

Physical Requirements
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires driving a large truck or other equipment for extended periods of time, climbing, balancing, stooping, crouching, reaching, walking, pushing, pulling, lifting, grasping, and repetitive motions. Vocal communication is required to communicate with other workers and the public. Hearing is required to perceive spoken words and other sounds encountered in the course of work (sirens, automobiles, horns, and others). Visual acuity is required for moving equipment, determining the accuracy and thoroughness of work performed, and observing general surroundings and activities to ensure safety.

Education and Experience
Graduation from high school or GED equivalency and 3 -5 years' experience in the operation of heavy equipment such as a backhoe, bull dozer, dump truck, or equivalent equipment

Special Requirement

  • Valid North Carolina commercial driver's license (CDL-A with airbrake and tanker endorsement)
  • Certified in first aid and CPR
  • Certification of Level "C" Water Distribution or Level "I" Sewage Collection
  • Competent Person Certification
