ASSISTANT WATER/WASTEWATER SUPERINTENDENT

Position Summary:
Under the supervision of the Water/Wastewater Superintendent the Assistant Water/Wastewater Superintendent is an administrative and supervisory position directing and coordinating maintenance operations and utility construction projects of the water and wastewater division. The Assistant Water/Wastewater Superintendent acts as the Water/Wastewater Superintendent in the absence of the Superintendent. The employee in this position supervises the operation and maintenance of work performed in the Road-Right-of-Way (ROW) and coordinates utility construction projects related the division. The Assistant Water/Wastewater Superintendent confers with Water/Wastewater Superintendent, City Engineer/Director of Public Works pertaining to division maintenance and coordination of utility construction projects.
Essential Functions:
- Plans, directs, schedules, and supervises subordinate personnel;
- Enforces division rules and regulations;
- Supervises the repair and maintenance of water and sanitary sewer facilities;
- Coordinates utility construction projects and maintenance performed in ROW;
- Prepares reports and information related to the division and utility construction projects;
- Assists with budgeting of the division;
- Handles citizen concerns and complaints;
- Inspects water and sewer facilities to identify maintenance needs;
- Review construction plans and provide technical advice relating to maintenance needs of utility construction projects;
- Manages cross connection and fats, oils, and grease programs;
- Ensures safety of operations;
- Stay current on trends and regulations impacting the water and wastewater field;
- Communicates in writing and verbally with outside agencies and city departments;
- Confers with Utility Supervisors, W/WW Plant Supervisors, other utilities, plumbers, and contractors.
Marginal Functions:
- Reviews and approves requests for materials, supplies, and equipment;
- Attends various meetings and trainings;
- Provides input in the management of the PWWSD;
- Participate in various committees;
- Other related duties as deemed necessary or as required.
Position Requirements:
Experience: More than five years of water treatment and sewage plant management experience is preferred, including utility construction. Possession of Class IV Certification from Kansas Department of Health and Environment in Water and/or Wastewater and Cross-Connection Control Certification. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after one year in the position. Possession of a valid driver’s license.
Education: College degree in civil engineering, biology, chemistry, public administration, business preferred, or equivalent training and experience.
Skills: Thorough knowledge of current water and sewage utilities including; equipment and materials, monitoring requirements, laboratory testing, chemical usage, report preparation, mathematics, record keeping, and management of work performed in ROW, and city utility locating. Ability to use Window’s based software and Microsoft Office programs. Good oral and written communication skills.
Problem Solving: Frequent problem solving exists in this position. Problems include handling employee problems, citizen concerns and complaints, water contamination issues, sewer backups, project coordination, and other operational problems.
Decision Making: Frequent decision making exists in this position. Solving emergency situations including water contamination, water and sewer main breaks, sewer backups, utility locating and other emergency situations. Must also make decisions concerning personnel matters and related issues.
Accountability: Employee is responsible of assuring the coordination of utility construction projects including effective communication to the Division Superintendent and the City Engineer/Director of Public Works. Employee will assist in budgetary control of the division and participate in the annual departmental budget process.
Supervisory Responsibilities: Employee has supervisory responsibility over subordinate personnel.
Residency Requirement: Must live within 30 minutes of intersection of First and Main streets to be able to respond to after-hours emergency calls, on occasion, with acceptable response time.
Personal Relations: Frequent contact with other city departments and continual contact with the public. Due to supervisory capacity and frequent contact with other department personnel and citizens, employee must have ability to work with individuals of various race, gender, religion, age, physical capability, and background.
Working Conditions: Ability to work in adverse weather conditions, around potentially dangerous situations with the presence of chemicals, electrical equipment and high volumes of water and wastewater.
Physical Requirements: The Assistant Water/Wastewater Superintendent’s physical demands include occasional lift of up to 50 lbs floor to waist; occasional carry of up to 50 lbs 100 feet; occasional horizontal push/pull force of up to 40 lbs; occasional vertical push/pull force of up to 55 lbs; occasional grip force of up to 25 lbs; occasional climb; occasional forward reach; occasional overhead reach; occasional bend; occasional crouch/kneel; occasional balancing; constant hand coordination; constant sitting, occasional standing and occasional walking.
