The City of Norfolk's Department of Parks & Recreation is seeking a Beach and Aquatics Facilities Manager to plans, direct, and coordinate a variety of programs while managing beach and aquatics facilities throughout the City of Norfolk. This position serves as a liaison with individuals and groups in the community and the support staff throughout the city.

Essential functions include but are not limited to:
- Reading and preparing written reports, correspondence, memos, technical manuals, periodicals and related information.
- Performing general mathematical calculations of addition, subtraction, multiplication and division.
- Performing and records public swimming pool water chemistry tests.
- Develop, implement, and evaluate swimming pool and open water aquatic programs, events and budgets.
- Completing all required paperwork, including daily, weekly, monthly, and annual reports as well as incident and accident reports.
- Attending and conducting all required staff meetings and in-service training sessions.
- Researching documents, compiling data for computer entry, and/or enters or oversees data entry and has responsibility for monitoring budget expenditures (typically non-discretionary expenditures) for the work unit.
- Supervises and monitors performance of a minimum of assigned staff including input on hiring/disciplinary actions and work objectives/effectiveness, and realigning work as needed.
- Performs work which requires considerable initiative and independent analytical and evaluative judgment.
- Required to have contact with others within and outside of the City organization in relation to purchasing, hiring, maintenance concerns and other issues that may arise.
- Recognizes and responds to aquatic facility water and land emergencies including the proper us of emergency equipment such as a rescue tube, rescue buoy, backboard, surf rescue board, kayak, CPR mask, AED, and emergency oxygen equipment., etc. as needed
- Performs first aid and CPR/AED, emergency oxygen, skills according to American Red Cross standards as needed.
- Participates in and oversees aquatic staff mandatory physical trainings and maintains all required skills to successfully complete the American Red Cross Lifeguard Training Program and meet the training guidelines of the United States Lifesaving Association.
- Maintains all required job-related certifications and trainings required for Norfolk Swimming Pool Lifeguards and Norfolk Beach Lifeguards
- Maintains all required physical competencies for Norfolk Swimming Pool Lifeguards and Norfolk Beach Lifeguards.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Two years of facilities management experience.
Preferred candidates will possess:
- Academic courses or areas of concentration in Parks and Recreation, Facility Management and Operations, Public Safety, Aquatics or related field.
- A valid driver’s license.
- Current American Red Cross Lifeguard or YMCA Lifeguard Training Certificate
- Current CPR Certificate (CPR/AED for the Professional Rescuer), current First Aid Certificate
- Current American Red Cross Water Safety Instructor certificate
- Current American Red Cross Lifeguard Instructor certificate.
- Current Pool Operator’s Certification (must possess within first six months of employment if not currently certified)
- Minimum of one year (1) of supervisory experience in the field of aquatics (year-round indoor swimming pool management) including programming, staff scheduling, staff training and facility operations.
- Minimum of one year (1) of supervisory experience as an open water beach supervisor
Additional Information & Requirements
Work Location: Various beaches and aquatic facilities within the City of Norfolk
Work Hours: Sat/Sun 7:30am-7pm, schedule may vary. Holidays required
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
Salary : $54,601 - $62,791
