The Department of Finance provides centralized structure and support for the City of Norfolk, to include financial reporting; debt; payroll; procurement; risk management; financial applications, systems, and technology; accounts payable; collections; and retirement. Finance’s Financial Applications, Systems, and Technology (FAST) Division is responsible for the management, coordination, and direction of the integrated technological systems that support the Department’s financial operations as well as the efforts of the greater City team. The Fiscal Systems Manager develops and implements innovative technological strategies within the Department of Finance to enhance performance and efficient operations of the Financial Information Systems of the City. Provides guidance to the Department of Information Technology’s staff in support, upgrades, and implementation of hardware and software in the City’s departments. Works directly with the Sr. Fiscal Systems Manager and concentrates on both technical and functional aspects of the Financial Information Systems. Manages, coordinates, and directs the operations of integrated technological systems that are required to support the efforts of all departments of the city. Leads and/or participates in strategic planning groups.
Essential Functions
- Assist the Senior Fiscal Systems Manager in the maintenance and administration of the financial information systems functions of the City that are controlled by the Department of Finance and play a role to help guide the strategy, architecture, and transformation of our financial information systems leveraging industry best practices.
- Maintain primary responsibility for the development, maintenance, and administration of one major Department of Finance’s three critical financial information systems; CGI’s Advantage Financial Systems, Oracle PeopleSoft Applications, Finance Data Lake, with secondary responsibility for another system.
- Help define and execute a strategic vision for Department of Finance systems transformation and continue building innovative technological strategies to enhance performance and efficient operations of the financial information systems of the City.
- Strategically plan the design, development, and scheduling of the installation of systems and associated software.
- Ensure proper implementation of and compliance with City policies and procedures as it applies to all internal City financial systems.
- Assist the Fiscal Applications, Systems and Technology (FAST) team in the performance of their duties.
- Supervisory duties including training, problem resolution, and performance evaluation.
- Provide technical assistance and support for payment processing.
- Manage training and development by scheduling and coordinating user training classes.
- Assist in the development of financial reports and other information queries.
- Use of Microsoft Office, SQL Server, Power BI, and other software to perform job duties.
- Other duties as required and assigned.
- Position is expected to work more than 40 hours per week during high volume times and to meet critical deadlines.
Education/Experience
Required:
- 3 years of experience in Finance/Accounting.
- 6 years as IT/System Administrator or Technology Manager.
- 3 years of experience working through design, development, release cycle, and delivering financial software solutions and/or management of finance software projects.
- Bachelor’s or master’s Degree.
- Previous experience with CGI’s Advantage Financial Systems, Oracle PeopleSoft Applications, and/or data lakes/warehouses.
- Previous experience in a technical finance system environment.
- Advanced Microsoft Office skills.

Work Schedule: 8:30am - 5:00pm, Monday - Friday
