The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It is comprised of three technical bureaus which are Business Enablement, Customer Success and Productivity, and Technology Infrastructure and Cybersecurity. There is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements. IT sets technology policy direction for the enterprise, identifying, recommending, implementing, and maintaining technology and solutions to support the City’s business needs. Collectively, the 95 IT staff members work together to provide essential services and technical support to all City staff and business functions while maintaining a supportive, respectful, and inclusive culture in the department.
We are seeking a technically excellent and customer-focused Programmer/Analyst IV (PA IV) for the Public Safety team in the Business Enablement bureau. This position provides application support for the applications primarily used by the City’s Fire/Rescue and Police Departments, and the Emergency 911 Division which include the main and alternate 911 Dispatch Centers. Applications include but are not limited to the City's Computer Aided Dispatch, Mobile Public Safety, and Police Records Management Systems. The PA IV is the mid-level position for the IT-Public Safety Team, and responsibilities require well-rounded technical, analytical, and troubleshooting skills due to the complex technical environment of public safety customers, and the requirement to serve a 24x7 support shift where independent decision-making is required. Tasks also include performing monthly Microsoft server updates to the Public Safety servers and preparing documentation of customizations, configurations, applications and procedures for the end users.
Department Hiring Salary Range: $64,296.00 - $73,940.00
Essential Functions
The person in this position will perform professional systems analysis development and/or maintenance work of City public safety applications. This includes the following tasks.
- Identify, manage, and provide enterprise-wide public safety business solutions.
- Create Standard Operating Procedures for public safety users and software.
- Manage public safety users and functions.
- Review hardware and software requirements and functions in a public safety enterprise environment.
Administrative:
- Analyze and document user functions pertaining to public safety.
- Ability to prepare and write system specifications and requirements, system operational and customer documentation, training guidelines, business correspondence, and document program code in clear and concise English is required.
- Ensure department policies are adhered to and are synchronized with business requirements.
- Ability to prepare, to present, and to listen to presentations is required.
Analysis and Maintenance:
- Recommend, oversee installs, and support application software and hardware.
- Performs problem analysis and resolution, designing, implementing, testing, debugging, and maintaining public safety end user environments.
- Evaluate new technology applications and propose new solutions.
Support:
- Provides support to customers by conducting analysis of business processes, maintaining vendor relations, training, and preparing reports and presentations.
- Maintain, monitor, and resolve issues related to user environments and public safety applications.
- Perform monthly updates on public safety servers.
- Monitor daily Helpdesk ticket submissions and work requests.
- Provide week-long 24x7 support on a rotating basis.
Miscellaneous:
- Collaborate with teammates, customers, and vendors on long or short-term projects.
- Perform other related duties as required.
Education/Experience
Bachelor’s degree or equivalent in Computer Languages/Development/Analysis; Information Technology/Computer Science related degrees, and at least three years’ experience as a programmer analyst or systems analyst.
Preferred academic courses or areas of concentration to perform the required job duties include Microsoft Office/O365 applications (Outlook, Teams, Word, Excel, and so on), HTML/XTML languages, and report development (Microsoft Power BI, BIRT).
The preferred candidate will have experience with administering multi-user public safety applications including records management and Computer Aided Dispatch systems in a 24hr environment.
Selected candidate will need to have or pass CJIS certification.Additional Information & Requirements

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
