The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use disorders, and intellectual / developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.
Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking to hire a Program Administrator - Shelter Plus Care for their Housing and Homeless Services division. The Housing and Homeless division serves individuals experiencing homelessness in Norfolk through a variety of programs including outreach, housing planning, emergency shelter, and supportive housing programs.
The Program Administrator - Shelter Plus Care will oversee the housing program operations to include supervision of staff, data entry, fiscal management, admission and discharge of program participants, compliance with HUD regulations, and staff recruitment. This position will also provide administrative and policy support, consultation information, community outreach and engagement, leadership, and supervision.
Departmental Hiring Salary Range : $54,601- $62,791
Essential Functions
Essential functions include but are not limited to :
Education / Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Three years of experience in program management or related field. May require that two years of experience are in treatment of persons with substance abuse and mental health issues in a correctional setting, with two years supervisory experience, depending on area of assignment.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
