The City of Norfolk Office of the City Auditor is accepting applications for an Assistant City Auditor II. This position is responsible for conducting audits or reviews of City programs, activities and functions in the areas of finance, compliance, operations performance and special investigations.

This is an unclassified position and serves at the will of the City Auditor.
Essential functions include but are not limited to:

  • Serving as project leader or manager for complex audit (performance, attestation, and financial including operational and compliance assessments) and non-audit projects of City operations, services, and programs to include special requests, inquiries, and investigative audits of a highly sensitive nature as well as the investigation of fraud, waste and abuse.
  • Exercising considerable latitude for professional judgment, professional skepticism, reasonable care, and professional maturity.
  • Assisting in managing the quality control program to ensure compliance with Government Auditing Standards and the office standards for quality.
  • Assisting in updating departmental policies and procedures and keeping informed on trends and developments in the audit profession.
  • Serving as the liaison to the external auditors for the City's financial audit and assists in the management of the external audit contract.
  • Serving as the office representative and participating in meetings with other government offices, agencies, and groups.
  • Applying Generally Accepted Government Auditing Standards and knowledge of local government, budgeting, and public policy at highly efficient level and assisting staff in these areas. 
  • Determining the objective, scope, and procedures for audits, special reviews, investigations, or special projects, in conjunction with audit management, and clearly documenting information to support findings and conclusions inworking papers at a highly and efficient level and providing complex technical and advisory assistance to staff.
  • Planning, obtaining evidence, documenting work performed, results and conclusions in the form of working papers, and preparing reports or other correspondence of findings and conclusions in support of audits, reviews, investigations, or special projects at a highly efficient level.
  • Collecting, compiling, analyzing, interpreting and presenting data, and developing audit findings or conclusions at a highly efficient level.
  • Developing at a complex and highly efficient level a wide range of quantitative and qualitative research methodologies including interviewing, document and records analyses, developing and conducting surveys, benchmarking, data mining, and statistical analysis.
  • Analyzing at a complex and highly efficient level technical workflow and business processes and developing appropriate solutions.
  • Performing at complex and highly efficient level forward-looking analysis of programs or services. 
  • Collecting and analyzing data at a complex and highly efficient level, to measure program impact, effectiveness, and efficiency, as well as compliance with statutory and regulatory requirements.
  • Determining the accuracy, validity, and reliability of data obtained from auditees or other sources at a highly efficient level.
  • Performing at complex and highly efficient level cross-cutting and analysis of emerging issues and best or leading practices.
  • Applying complex analytical and advanced computer assistance techniques at a highly efficient level.
  • Reviewing, interpreting, applying, and explaining municipal codes, administrative regulations, rules, policies, and procedures at a highly efficient level and assisting staff in interpreting applicable federal, state, and local regulations.
  • Evaluating risk and fraud exposure and the adequacy and effectiveness of internal control and making value added recommendations to improve the overall control environment at a highly efficient level.
  • Identifying and communicating inefficiencies or operational issues observed while performing audits or other audit related services and recommending corrective action at a highly efficient level.
  • Preparing and communicating audit reports to City Council, City management, other officials, etc. on conclusions, findings and recommendations at highly efficient level.
  • Organizing and prioritizing multiple assignments, using initiative to accomplish results.
  • Balancing competing priorities with both internally and externally imposed deadline.
  • Completing assignments with accuracy and in a timely manner.
  • Having a strong business and political acumen to work effectively with the public, external agencies and businesses, and elected officials.
  • Having a well-developed understanding of government, public policy, business, management, accounting, finance, and economic processes and apply the understanding of such to assigned projects.
  • Performing other related duties as assigned.
  • Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
  • One year in municipal accounting or any combination of education, experience or training which provides the required knowledge, skills and abilities to perform the functions of the job.
  • Valid Driver's License
  • Professional Certification preferred.
  • Signing Bonus: This position is eligible for a one-time $5000 sign on bonus. 

Work Location: City Hall Building, 810 Union St, 8th Floor, Norfolk, VA

Work Hours: Monday through Friday 8:30-5:00; flexibility required

Salary : $59,393 - $98,237
