MAJOR RESPONSIBILITIES AND DUTIES: Essential Functions: Recommends and assists in the implementation of goals and objectives; establishes schedules, methods and program development for facility use and recreation activities, and facilitates with community groups various events, classes, and programs for the department and facility; implements policies and procedures. Supervises and ensures the inspection of the recreation facility to ensure policy is followed; the center operates and is opened to the public daily; schedules events. Inspects the facility frequently for maintenance, cleanliness, and repairs. Plans, prioritizes, assigns, supervises, delegates, trains, and reviews the work of staff involved in the recreation facility use functions, programs special events, and recreation activities within the Parks and Recreation Department. Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepare various reports on operations and activities. Prepares cost estimates for budget recommendations, monitors and controls expenditures. Recruits, interviews, and selects staff; provides or coordinates staff training; conducts performance evaluations; works with employees to correct deficiencies; implements discipline procedures. Monitors recreational trends; develops and leads activities, classes, and programs; recruits and oversees contract instructors who provide a variety of programs and classes, including youth and adult sports, classes, and activities. Provides oversight of day-to-day programs and operations, scheduling, facility booking, rental and lease agreements, and safety protocols and compliance with fire, safety, and ADA requirements for using the facility for the City. Oversees, designs, and coordinates promotional materials and community outreach, including seasonal brochures, flyer's, ads, and social media outreach to market events, youth and adult recreational and sports programs, and related activities. Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints. Deposits revenue daily and works with supervisors to provide timely financial reporting for the recreation facility. Builds and maintains positive working relationships with coworkers, other City employees, customers, residents, and the public using principles of good customer service. Fosters an environment that embraces diversity, integrity, trust, and respect. Be an integral team player, which involves flexibility, cooperation, and communication. Seeks out sponsorships, donations, grants, and volunteer organizations for the facility. Reserves time and place for events. Orders supplies that are needed for each individual event. Schedules staff and volunteers. Acquires permits if required. Maintains statistical records and reports regarding program enrollment and activities and facility attendance; collects, accounts for, and deposits fees received for activities. Orders and purchases supplies and equipment up to a predetermined amount; makes telephone calls to get price quotes and purchases best quality for the lowest price; picks up and delivers purchases to center. Interprets and enforces departmental and center policies and safety rules and regulations.
Examples of Other Major Responsibilities: Develops and maintains cooperative relationships with other departments, outside agencies and groups, and the general public contacted during work; provides assistance when requested; performs public relations work within the community and state. Some assignments may include social services outreach, referral, and other types of public assistance. Performs general office duties, including typing, copying, and mailing tasks; keeps bulletin and informational boards current; develops and designs promotional materials; maintains a monthly calendar of events. Schedules rental of the facility; sets up facility for rentals. Provides assistance with special City events. Keeps Recreation Manager aware of problems with the public or staff. Performs general kitchen, janitorial, and maintenance duties. Works with contractors inside the facility to ensure the best for both the departments and the community standard. Performs other related duties as required.
MINIMUM QUALIFICATIONS REQUIRED: Education and Experience: Requires a four-year degree from an accredited college or university in Recreation, Business Management, or a related field. Three years of recreation experience or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Licenses and Certifications: Must possess a valid state driver's license and satisfactory motor vehicle record. Certified Parks and Recreation Professional (CPRP) preferred or must obtain within six months of employment. For Aquatics: Aquatic Facility Operator (AFO) and American Red Cross Lifeguard Instructor preferred or must obtain within six months of employment. Knowledge: Concepts, programming, and administration of recreation activities and programs. Operation, programming, and maintenance of a recreational facility. Proficient in Microsoft programs, including Word, Excel, and Outlook. Proficient in using RecTrac programming. Activities necessary to the effective functioning of a diverse program providing community services. Skills: Developing, planning, and implementing recreational
programs and activities. Event planning. Oral and written communication. Interpersonal skills necessary to effectively lead subordinates, resolve minor complaints, and deal with day-to-day occurrences.
Mental and Physical Abilities: Ability to maintain regular, predictable, and punctual attendance. Ability to concentrate and pay close attention to detail when preparing reports, planning programs or activities, or investigating citizen complaints. Ability to lift and carry light (up to 25 lb.) supplies, materials, and equipment frequently. Ability to lift and carry moderately heavy (25-50 lb.) supplies, materials, and equipment occasionally. Work requires continued walking, stooping, standing, and some climbing.
Working Conditions: Works in an office environment; however, time is spent outside (up to 50% of the time) exposed to temperature extremes, dirt, dust, noise, etc.
