Job Description
This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.
Education and Experience: Associate of Applied Science in Surveying Technology or equivalent.
Licenses and Certifications: Licensed Professional Land Surveyor in the State of Oklahoma. Must possess valid state driver's license and satisfactory motor vehicle record.
Knowledge: Oral and written communication ability equivalent to that normally acquired through a high school education is required. Engineering standards, design principles, and alternatives in assigned work areas i.e. paving, storm sewer, sanitary sewer, etc. Computer-aided drafting and design (CADD) techniques and skills. Engineering maps and records. Survey techniques, instruments and tools. Available data sources for information required on construction plans. City of Norman geography. Geographic Information Systems (GIS) computer software. Plat and legal description practices and requirements to meet Oklahoma State Board of Licensure for Professional Engineers and Land Surveyors.
Skills: Efficient, accurate, and complete disposition of survey projects. Using Computer-Aided Drafting (CADD) software for plotting, tracing, and preparing topographical information, routine maps and engineering plans. Relating technical written information to drawings. Performing computations utilizing trigonometry, geometry, algebra and the latest computer programs. Plotting topographical information. Plotting and preparing routine maps and engineering plans. Analytical abilities are required to interpret data, recognize discrepancies contained in data, and correct or determine the cause of discrepancies. Interpersonal skills necessary to effectively lead subordinates, resolve minor complaints, and deal with day-to-day occurrences. Oral and written communication skills sufficient to adequately coordinate with City of Norman staff and the general public.
Essential Functions: Signs and seals documents on City projects that require a licensed Land Surveyor. Performs surveys of public property to serve project needs. This may include boundary, topographic and design level surveys. Requires review of exiting plats and County and City records to ensure accuracy. Can also include preparation of legal descriptions for property acquisition. Reviews all plats submitted for subdivisions for accuracy prior to acceptance by staff for City Council consideration. Prepare legal descriptions for property and right of way acquisition and necessary. Stake right of way, property boundaries and easements for public projects and right of way acquisition. May be required to provide construction staking on some capital projects. Reads and reviews various codes, journals, technical manuals, reports, legal documents and/or files in order to obtain information needed for assigned projects; records notes as required. Reads and reviews engineering texts, charts, and graphs to determine applicable standards necessary to surveying and drafting projects. Writes, interprets and reviews legal descriptions of property lines and boundaries for use in property dispositions, acquisition or extension and easement placement; obtains information from plats, courthouse files, actual physical field measurement or consultant/property owner information. Serves in the capacity of Survey Crew Chief on field surveys; leads actions related to land surveying and field layout; trains crew members in the operation of survey equipment, and general surveying techniques. Selects field equipment most appropriate for survey in order to obtain the most accurate measurements. Maintains notes, operates global positioning system (GPS) equipment, total station, transits, levels, planimeters, camera, plumb bobs, and dip needles as needed during surveys to secure information necessary for accurately plotting the survey area. Determines horizontal and vertical controls, elevations, depths, grades, and slopes of land and utilities for use in the drafting of plans of the area, locating construction markers, etc. Sets/replaces grade stakes, hubs and ribbon for streets, curbs, sidewalks, parking lots, and water and sewer lines for use as construction/location markers. Assist with Capital Improvement Program (CIP) program and project management and assist with the computer project management software. Drafts construction plans, specifications, proposals, and contracts for Public Works projects following standard engineering and/or city guidelines and procedures as directed by the City Engineer, Capital Projects Engineers, and supervisor. Drafts plans for proposed construction projects and/or utility lines incorporating information from surveying notes; drafts into final form when approved by supervisor. Plots topographical information including plans, cross sections and profiles, and plots line locations and land use information as needed and for reference purposes. Performs mathematical computations with assembled data in order to transform information into desired form or project design requirements. Computes costs for routine construction to estimate total cost of projects considering all required work and materials.
Mental and Physical Abilities: Ability to maintain regular, predictable and punctual attendance. Mental/visual effort required due to sustained periods of concentration necessary for the design and layout of a project and the constant breaks in concentration associated with answering phones or speaking in person to citizen or staff requiring assistance. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time.
