What are the responsibilities and job description for the Assistant Athletic/Facility Supervisor position at City of North Charleston Recreation Department?
Essential Functions:
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Assists in planning, schedules and implements recreation programs and activities at assigned facility, which include but are not limited to sports leagues, after-school programs, summer camps, aquatic programming, etc.
- Assists in preparing and monitoring assigned budgets.
- Coordinates, schedules and oversees the work of program and office staff, volunteers and inmate workers; interviews and recommends the hiring of job applicants; provides employee training.
- Recruits coaches and other officials and solicits sponsors for sports teams; develops schedules for practices and games and announces changes as necessary; orders and distributes team uniforms.
- Attends and assists with major athletic events sponsored by the department.
- Procures required supplies, materials and equipment.
- Registers participants for programs, ensuring the completion of all required forms; collects, records and deposits fees and other payments.
- Plans, coordinates and implements special events, or assists other staff members with event planning and coordination.
- Assists in preparing and distributing program fliers, booklets, recreation guides and other materials to encourage public participation in department programs and events.
- Evaluates programs for effectiveness; makes recommendations for modifications or enhancements as appropriate. Compiles attendance data for reports.
- Schedules and oversees the rental and use of facilities by City and outside groups; sets up for meetings and events as necessary.
- Inspects and supervises the maintenance of recreation facilities, playing fields, swimming pools and equipment.
- Performs all work in compliance with all applicable policies, procedures, regulations and standards of quality and safety.
- Takes appropriate steps to ensure the safety of all citizens that utilize department property and facilities and take part in any activity offered by the department.
- Coordinates activities with those of other divisions, departments and agencies as appropriate.
- Receives and responds to public / participant inquiries, concerns and complaints.
- Performs general clerical duties as required, including preparing reports and correspondence, copying and filing documents, sending and receiving faxes, answering the telephone, entering and retrieving computer data, attending meetings, ordering supplies, etc.
- Attends meetings, training, workshops, etc., as necessary to enhance job knowledge and skills.
- Receives and reviews various records and reports including maintenance records, job applications, schedules, program registrations, receipts, team rosters, rental contracts, etc.
- Prepares a variety of documents, including but not limited to maintenance reports, participant records, team rosters, activity calendars, inspection reports, various other records, reports, memos and correspondence.
- Refers to policy and procedure manuals, computer manuals, safety manual, equipment manuals, supply catalogs, dictionary, directories, rule books, etc.
- Operates a variety of office equipment such as a computer, printer, typewriter, calculator, copier, fax machine, telephone, etc.; operates swimming pool pumps, floor buffer, vacuum cleaners, electric blower, and other maintenance equipment.
- Uses computer and clerical supplies, various hand and power tools, sports paraphernalia, etc.
- Interacts and communicates with various groups and individuals such as the immediate supervisor, subordinates, other department supervisors and employees, volunteers, program participants, parents, instructors, and the general public.
- Performs general building, custodial and grounds maintenance work as necessary.
- Prepares facility for programs and activities.
- May be designated to report to work during hazardous weather or emergency conditions.
- Performs related work as may be required.
Knowledge, Skills and Abilities
- Knowledge of the methods, procedures and policies of the Recreation Department as they pertain to the performance of duties of the Assistant Athletic / Facility Supervisor.
- Knowledge of the organization of the Department and of related departments and agencies.
- Knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
- Knowledge in the areas of recreation / athletic programming and management, event planning, marketing, community relations, facility maintenance.
- Knowledge of the wide variety of individual and team sports programs administered through City,
- County and private organizations.
- Knowledge of sports rules and regulations.
- Ability to supervise and evaluate the work of assigned staff and volunteers.
- Ability to learn and utilize new skills and information to improve job performance and efficiency.
- Ability to read and interpret complex materials pertaining to the responsibilities of the job.
- Ability to prepare required reports with accuracy and in a timely manner.
- Knowledge of the terminology and various professional languages used within the department.
- Ability to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.
- Knowledge of modern office practices and technology.
- Knowledge of and skilled in the use of computers for word processing and records management.
- Knowledge of applicable occupational hazards and safety precautions.
- Ability to perform duties effectively despite infrequent exposure to extreme heat / cold, humidity, violence, machinery hazards, toxic agents, violence, etc.
- Knowledge of proper English usage, punctuation, spelling and grammar and paying attention to detail in preparing reports and correspondence. Ability to communicate effectively both verbally and in writing.
- Ability to complete assignments and be personally accountable for all equipment, computers, City vehicles and City property.
- Ability to be reliable in terms of attendance and punctuality.
- Ability to take initiative without the need of direct supervision; make sound judgement decisions in routine and non-routine work assignments and analyze problems or procedures and evaluating alternatives by selecting the best course of action.

Minimum Education and Experience Requirements
Requires a high school diploma or GED equivalent supplemented by one to two years of responsible experience in recreation programming, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
