General Responsibilities Summary

Serves on one of three crews and operates a variety of heavy equipment used in the installation, repair, and maintenance of City streets and other related City properties by performing the following duties.

Essential Functions

include the following. The list of essential functions is not exhaustive and may be supplemented as necessary. Other duties may be assigned. Regular and predictable attendance and punctuality are essential functions of this position.

Operates Equipment : operates a bulldozer to move materials such as gravel, rock, sand, etc. and to prepare road beds and shoulders for road construction, or excavation for road repairs, utility cuts, and parking lots; operates a backhoe to move, load, or unload raw materials and to prepare road bed and shoulders for construction or excavation; operates a gradall to move, load or unload raw materials or prepare road beds and shoulders; operates asphalt paver and drag paver to spread hot asphalt on road bed; operates roller (steel wheel and rubber tire) to smooth and compact newly laid asphalt or rock base on road beds; operates grader to smooth road base or spread asphalt when making repairs to road beds; operates rubber tire or tracked front end loader to prepare road bed and shoulders for construction or excavation; operates forklift as necessary in the construction and repair of streets and roads; operates sand / salt spreader and snow plow for road clearing during icy winter weather; operates flush truck and vacall to clean and maintain City drainage systems; operates track hoe and dozer in cleaning drainage ditches around the city; operates tracked linkbelt excavator occasionally; operates a bush hog with tractor occasionally.

Drives Various Vehicles : drives ½ ton or ¾ ton pickup, 1 or 2 ton flatbed dump truck, 6 yd, 10 yd, or 14 yd tandem axle dump truck daily; drives a dump truck with tilt trailer daily and a tractor with dump trailer or lowboy trailer regularly to transport equipment; drives a tractor-trailer rig or tractor with a gooseneck trailer occasionally to transport heavy equipment; drives a boom truck or bucket truck occasionally.

Street Maintenance : uses hand tools or equipment in construction and repair of streets, roads and related properties; uses a shovel, pick, jackhammer, compactor, sledgehammer and street broom regularly; uses a chainsaw and asphalt rake occasionally; uses a limbsaw, weedeater, axe, lopping shears, pitchfork, rake, and Kaiserblade occasionally to remove foliage from right-of-ways and drainage courses.

Loads and unloads equipment.

Equipment Maintenance : performs preventive maintenance; checks oil, water, hydraulic levels, tires and other functions daily.

Serves as Crewleader in the absence of the assigned Crewleader .

Minimum Qualifications

Two years directly related experience operating heavy equipment.

An Arkansas Class A driver's license with no restrictions and good driving record are required and must be maintained throughout employment.

The complexity, guidelines, supervisory controls, and supervision responsibilities described below are representative of this position.

SUPERVISORY CONTROLS :

The supervisor makes assignments by defining objectives, priorities, and deadlines; and assists employee with unusual situations that do not have clear precedents. The employee plans and carries out the successive steps and handles problems and deviations in the work assignment in accordance with instructions, policies, previous training, or accepted practices in the occupation. Completed work is usually evaluated for technical soundness, appropriateness, and conformity to policy and requirements. The methods used in arriving at the end results are not usually reviewed in detail.

SUPERVISORY RESPONSIBILITY :

The employee provides some task supervision to Truck Drivers and Helpers and when serving as relief Crew leader.

COMPLEXITY :

The work consists of duties that involve related steps, processes, or methods; the decision regarding what needs to be done involves various choices requiring the employee to recognize the existence of and differences among a few easily recognizable situations; actions to be taken or responses to be made differ in such things as the source of information, the kind of transactions or entries, or other differences of a factual nature.

GUIDELINES :

Guidelines are available, but are not completely applicable to the work or have gaps in specificity; the employee uses judgement in interpreting and adapting guidelines; the employee analyzes results and recommends changes.

The benefits below are for authorized full-time, non-uniformed employees. (Uniformed employees are sworn Police and Fire Department personnel.)

Holidays - Twelve (12) paid holidays per year.

Insurance - 100% premium payment for employee health insurance, 75% paid health insurance coverage for dependents; paid life insurance.

Worker's Compensation - Coverage is provided for each employee for medical bills and work time lost due to on-the-job injuries.

Longevity Pay - After completing a full year of employment with the City of North Little Rock, an employee is granted longevity pay at the rate of $5.25 per month times the number of years employed.

Vacation - Accrual begins with date of hire with eligibility to use accrued vacation leave after six months of service. Vacation may be accumulated to a maximum of 30 days. Vacation is calculated :

Sick Leave - All full-time, regular, non-uniformed employees earn twenty (20) sick leave days annually with unlimited accumulation.

Discretionary Leave - Employees with two or more years of continuous service on January 1 of each year are granted 16-48 hours discretionary leave during that year, depending on length of service.

Retirement Plan - Mandatory and contributory, begins immediately.
