Description

Under general supervision is responsible for providing planning and zoning information to the public, collects research information as necessary, implements comprehensive plan policies, works on neighborhood planning and special projects and prepares reports as necessary. Communication with City residents during the discussion of matters related to the City Zoning and Land Development Code and the City Comprehensive Plan, et al, including, but not limited to : Permit applications that need to be reviewed by Zoning, processing of Occupational Licenses as required under Zoning, assisting City residents in understanding portions of the codes as it may apply to proposed work they may wish to construct on their property, participating in public hearing presentations related to projects proposed for site plan review, variances, rezoning, Future Land Use Map amendments, assist in drafting staff reports and public notice letters, and similar. Processes citizen inquiries related to planning and zoning topics, et al, and works to provide requested information in an expeditious manner. This position reports to the Principal Planner.

  • Develops planning studies and reports in support of new and updated plans, programs and regulations
  • Reviews or assists in the review of moderately difficult development proposals and site plans for conformance with codes, plans, and regulations
  • Prepares and presents detailed reports on development proposals to government bodies
  • Collects a variety of statistical data and prepare reports and maps on topics such as census information, land use, tax base data, and occupancy rates
  • Evaluates or assists in the evaluation of rezonings, ordinance amendments, site plans, special use permits, variances and other proposals
  • Acts as liaison between community groups, government agencies, developers and elected officials in developing neighborhood plans
  • Coordinates community review of public and private development projects
  • Provides information to the public regarding development regulations
  • Assists in resolving citizen and customer issues
  • Oversees the work of consultants and interns
  • Conducts field evaluations and assessments
  • Attends night and evening meetings as needed
  • Assists the Code Enforcement division with zoning questions and research
  • Creates website updates
  • Creates addresses
  • Works with State and local agencies to confirm the City's boundary
  • Creates GIS maps
  • Reviews and processes zoning and landscaping permits and inspections
  • Reviews business tax receipts for zoning compliance
  • Applies for grants
  • Performs other related duties as required
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and / or other City- issued technology devices. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and / or pull moderate to heavy amounts of weight up to 20 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Minimum Qualifications

  • Requires a bachelor's degree in urban planning, architecture, public policy, or related area of study and one year of planning or local government experience.
  • Must possess and maintain a valid Florida driver's license with satisfactory driving record held throughout employment.
  • Supplemental Information

  • Knowledge of the principles and practices of planning
  • Knowledge of a relevant specialization such as land use / zoning, transportation planning, environmental planning, urban design, housing, historic preservation or economic development is desired
  • Knowledge of principles and practices of research and data collection
  • Knowledge of effective writing techniques
  • Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations
  • Knowledge of computer programs and applications, which may include Microsoft Office, Internet applications, and database management
  • GIS programs and applications (preferred)
  • Oral communication and interpersonal skills to explain rules and procedures clearly to the public
  • Creative problem-solving skills to gather relevant information to solve practical problems and address citizen inquiries and concerns
  • Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions
  • Ability to create graphic designs, development strategies, and render site plans via sketches and / or computer graphics highly desirable.
  • Ability to work on several projects or issues simultaneously
  • Ability to work independently or in a team environment as needed
  • Ability to attend to details while keeping big-picture goals in mind
  • Effective written and verbal communication skills
  • Ability to facilitate in-person and virtual public participation activities
