Description
An employee in this classification performs professional civil engineering work in the field or office supervising the design, construction, development and maintenance of City projects, facilities and engineering personnel (including engineering consultants) involved in such activitiesPerforms other related work as required.
DISTINGUISHING CHARACTERISTICS OF THE CLASS :
Work involves responsibility for organizing and coordinating all engineering related work from all City departments, other government agencies or contractors. Work requires the use of considerable judgment, initiative and professional knowledge and involves responsibility for making technical decisions on engineering problems. Work is performed under policy guidance and general supervision of the Public Works Director and is reviewed through written reports, inspections of work projects, and evaluation of work accomplishments. Supervision may be exercised over subordinate staff members.
Essential Job Functions
- Plans, assigns and supervises the work of engineering matters encompassing all City departments, utilizing each department's staff;
- Supervises the preparation of finished plans and specifications for City departments as required;
- Prepares estimates; reviews plans and specifications and makes recommendations as to alterations if necessary to City projects;
- Acts in a coordinative and liaison capacity with outside agencies on projects involving grants;
- Serves as engineer in charge of construction work done by City forces or by private contractors working on City projects;
- Prepares and checks payment estimates, change orders, notices of completion and final reports, and makes material and construction reports;
- Coordinates joint, State, County or State-City construction projects;
- Makes cost estimates for highly controversial and complex projects;
- Designs and prepares contract plans and specifications for small and medium sized buildings and for alterations and additions to existing buildings and facilities;
- Handles public requests and complaints of a sensitive nature related to engineering;
- Handles a variety of public contact situations, making personal appearances to explain and interpret agency programs;
- Coordinates and participates in preparation of departmental budgets that require engineering services;
- Coordinates with private contractors on projects that affect City facilities or infrastructures.
ADDITIONAL DUTIES : Munisport Landfill Closure & Remediation Grant Duties will sunset at the end of grant funding or as directed by the City Manager. Performs site inspection of all construction activity including : deep injection wells, extraction system and pump stations. Performs plan reviews of deep injection wells, extraction system and pump stations. Provides project coordination with all stakeholders including : developer, sub-contractors, project manager and city staff. Acts as consultant for utility coordination for water main, sewer, stormwater and water plant. Attends monthly groundwater coordination meetings with developer and city contractors. Attends bi-weekly progress meetings. Provides information and documents as requested. Completes daily activity logs. Prepares correspondence as needed.
Equipment Used / Job Location : Operates a motor vehicle, computer and various programs; CAD and GIS systems;all measuring and surveying devices required to perform field calculations and evaluations; as well as equipment developed or advanced from future technology as required by the job; Works in confined spaces during inspection of unsafe hazards and conditions on or around construction sites;
Minimum Requirements
Bachelors degree with major course work in civil engineering and five (5) years experience in progressively responsible professional civil engineering work plus two (2) years supervisory engineering experience.
Preference given to individuals with experience in a variety of disciplines such as traffic, transportation, water and sewer, and state and local standards.
NECESSARY SPECIAL QUALIFICATIONS :
Current, valid registration as a professional engineer by the State of Florida at time of appointment.
ADDITIONAL REQUIREMENTS :
Possession of a valid Florida driver's license.
