DISTINGUISHING CHARACTERISTICS OF THE CLASS:
The Neighborhood Services Animal Control Inspector is tasked with the enforcement of city laws and ordinances related to both animal control and neighborhood services. This position is responsible for ensuring public health, safety, and the welfare of animals within the community. The role requires operation of specially equipped vehicles for patrol and animal pickup, investigations into animal welfare cases, issuance of citations for non-compliance with city ordinances, and conducting inspections to ensure compliance with zoning, nuisance, property maintenance, and related regulations.

Written and verbal communication skills in English, as well as verbal communications skills in additional language(s) as may be determined based on constituent population.
This position is considered essential during disasters or other emergency events, with expectations to perform service duties as assigned.

- Animal Welfare and Control: Patrol assigned areas to apprehend and collect unleashed, unlicensed, or deceased animals. Investigate complaints related to animal abuse/neglect, dog bites, and other animal-related issues. Provide information and counseling to animal owners on law provisions and animal control ordinances. Issue warnings and official citations and remove dead animals from public right-of-ways.
- Neighborhood Services Inspection: Conduct field investigations and property inspections to uncover violations of nuisance, zoning, junk and debris, abandoned/inoperable vehicles, housing, and related ordinances. Issue violation notices or citations for infractions of the city code. Perform proactive inspections for possible violations, develop and maintain accurate case files, and coordinate with other public and/or private agencies, including the Police Department, during investigations.
- High school diploma or GED; Associate's Degree in Public Administration, Criminal Justice, or a related field is preferred.
- Two (2) years of recent full-time work experience in animal handling and custody, community service, or a related field. Experience may substitute on a year-for-year basis.
- Possession of Florida Animal Control Association (FACA) – Animal Control Officer Certification must be obtained prior to date of hire and maintained throughout employment.
- Fundamentals of Code Enforcement must be obtained within one year of hire and maintained throughout employment.
- Must possess a valid driver's license issued by the State of Florida with a satisfactory driving record.

- Good knowledge of humane animal collection and handling principles, practices, and methods.
- Understanding of laws and ordinances pertaining to animal control, impoundment, and neighborhood services within the city.
- Ability to work weekends, mornings, evenings, and holidays.
- Ability to conduct thorough investigations, enforce ordinances impartially, and communicate effectively with the public.
- Physical strength and agility sufficient to perform assigned duties, including the ability to lift and carry a minimum of 50 lbs without assistance.
- Proficiency in Windows-based applications, including Word, and the ability to maintain accurate work records and documents.
- Requires mobility and manual dexterity to work in a standard office environment and operate standard office equipment.
- Ability to work outdoors in varying weather conditions, deal with personal danger from unhealthy or violent animals, and tactfully handle public interactions.
- Exposure to dust, noise, machinery, moving objects, and other vehicles during field work; may work on uneven or slippery surfaces and in extreme weather conditions.
