What are the responsibilities and job description for the Director of Information Systems position at City of North Platte?
Under general direction of the City Administrator, this position is responsible for planning, designing, installing, and supporting all hardware, software, operating systems, networks, and data communications. This position is responsible for establishing city and county information system direction, standards and policies related to managerial, financial, and utility billing information systems.
Essential Functions:
- Responsible for the Information Systems department and ensures that the operating goals, objectives, actions, and results are in accord with overall organizational needs; continually improves the quality of services through process improvement develops, implements, and coordinates new programs and projects as required.
- Works with City staff and non-city personnel to install, upgrade and maintain City and County computer system (hardware, software, necessary cabling, etc.), including regular systems backups and disaster recovery.
- Assists in developing specifications for computer hardware and software purchases; ensures legality of installed software; evaluates new versions of currently installed software and develops implementation process; and approves purchase of new computers.
- Coordinates and/or provides training for City personnel and provides ongoing support and assistance with customization for City-approved software and hardware.
- Responsible for developing and updating City’s information systems strategic plan, including standardization and systematic upgrading of software and hardware; responsible for all information systems security measures, both physical and abstract develops standards information systems policies and procedures.
- Develops information security guidelines and manages implementation, arranges for needed training and staff professional development, and recommends and drafts policy revisions where indicated. * Keeps current on development and trends in information technology. Solicits participation of team members as appropriate.
- Recruits, directs, evaluates, and develops departmental staff. Responsible for departmental budgeting and annual information systems action plans.
- Performs other work which is consistent with the essential elements of the job.
Desirable Knowledge, Abilities, and Skills:
- Knowledge of computers and electronics; business methods and practices; personnel management techniques/practices; applicable standards and procedures regarding systems development and documentation used in information systems analysis, design implementation and operation.
- Knowledge of and ability to maintain and enforce current information systems standards. Ability to conceptualize and develop original solutions to agency business needs.
- Ability to prepare reports and records accurately, effectively and in a timely fashion.
- Ability to effectively meet organizational goals and objectives, attend appropriate organizational meetings, coordinate members of a work group to accomplish tasks.
- Ability to apply system analysis principles to operational systems. * Proficient in Microsoft Office Suite or related software.
- Ability to establish and maintain effective relationships with employees, supervisors, users and the public.
- Must have excellent communication skills, including written, interpersonal, and oral.
Experience and Training:
- Bachelor’s degree in Computer Science, Business Administration, or a related field required or equivalent combination of training and experience. Master’s degree preferred.
- Five years progressively responsible experience in information systems or related field, with at least two years in a supervisory or management role or a communication of education and experiences, preferably in municipal government applications.
- Understanding of Lan/Wan network administration preferred.
- Broad knowledge of current communication protocols, operating systems, virtual technologies, and programming preferred.
