General Description
Under administrative direction, the Maintenance and Reliability Manager is responsible for directing and overseeing the work of mechanical, electrical, and electronic maintenance and repair personnel assigned to all divisions within the North Port Utilities Department including pumping stations located throughout the service area with the goal of improving equipment reliability, extending the full useful life of Utility assets, replacing assets in a timely manner and ensuring maintenance is performed and documented. This position will ensure a holistic life cycle approach to maintenance management and will incorporate sustainability at all levels of the program. The position will also use technology and data to manage decisions to ensure economical operations and repairs. Work is prioritized and performed in coordination with other Utility Managers and the Utility Director.
This position Work is performed under the general direction of the Assistant Director of Operations and Maintenance.
Essential Job Functions
- Plans, organizes, prioritizes, and evaluates the work of assigned staff; with staff, develops, implements, and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; supervises and participates in developing, implementing, and evaluating plans, work processes, and systems and procedures to achieve annual goals, objectives and work standards.
- Evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance, takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with personnel rules, policies and labor contract provisions.

- Prepares team annual operating and capital outlay budget requests; monitors expenditures against goals and objectives; reviews and approves/rejects maintenance purchases through the established purchasing process.
- Prepares a variety of special and recurring studies and reports; develops recommendations to improve the maintenance and operation of the utility’s assets; coordinates division activities with other divisions, departments and agencies.

Ensures compliance of work to pertinent codes, regulations and guidelines.
Directs and oversees the Preventive Maintenance and Predictive Maintenance Programs to improve asset life, asset efficiency, and decrease asset lifecycle costs. - Ensures that asset costs, installation dates, preventative maintenance schedules, and other associated equipment documents are being tracked and uploaded to the Computerized Maintenance Management System (CMMS).
- Instill discipline and accountability in execution of site and departmental policies/procedures. Leads this effort by example.
- Reviews specifications for mechanical and electrical equipment replacement projects; makes recommendations on type of equipment working closely with utility engineers.
- Confers with and advises staff regarding system needs and requirements.
- Reviews and coordinates with appropriate personnel the implementation of local, state and federal laws and regulations.
- Prepares cost estimates on mechanical and electrical installation projects.
- Researches and monitors technical developments in techniques, equipment, supplies and material used in the utilities mechanical, electrical, and electronics systems on equipment and telemetry systems.
- Inspects operations and projects to ensure conformance with mechanical and electrical standards and specifications.
- Directs and oversees the scheduled and emergency installation, maintenance, repair and servicing of mechanical, electrical, and electronic systems.
- Reviews submittals and designs on for compliance with applicable standards.
- Develops and implements strategies and plans to ensure all critical and/or major maintenance related systems, equipment and facilities are operable.
- Ensures the Utilities safety program and goals are implemented and carried out in the Maintenance Division; develops and proposes safety requirements to be carried out in the division.
- Actively participates in all safety initiatives.
- Serve as a mentor and resource to the maintenance coordinator and staff.
- Confers with engineering staff and contractors regarding the repair and replacement of small capital equipment and facility projects.
- Assists with troubleshooting equipment.
- Performs related duties as assigned.

Education, Experience, Licenses and Certifications
Education and Experience:
- Graduation from an accredited college or university with a bachelor’s degree in a related field; and
- Extensive experience working in an industrial facility, working in areas of equipment maintenance, with at least five years supervisory experience in equipment maintenance.
- Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Licenses and Certifications:
- Must have or be able to obtain the Certified Reliability Maintenance Professional Certificate (CMRP) within one year.
- Possession of or ability to obtain a valid Florida driver’s license by date of hire.
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

One-on-one meetings with each company are held quarterly so employees can speak with the representative confidentially on preparing for their retirement. This is a voluntary program.
Florida Retirement System – FRS

Paid Holidays
The City observes 13 paid holidays per year.
Sick Leave and Annual Leave
Full time employees accrue eight (8) hours per month starting on the first day of employment. Accruals and usage will appear on your pay stub each payroll. Full time employees accrue annual leave (vacation) bi-weekly, based on years of service.
Sick Leave Incentive
Employees receive an incentive of up to four (4) days per calendar year for every 250 hours remaining in their sick leave bank. Sick leave incentive days cannot be carried over to the next year.
Personal Leave
Employees are eligible for a maximum of two (2) personal leave days per calendar year when they have accrued 96 or sick more hours. This leave is approved by the department director through the department leave approval process.
Bereavement Leave
Employees are entitled to five (5) days of bereavement leave in the event of the death of an immediate family member. Employees should check the personnel policy or union contracts, whichever is applicable, for the definition of an "immediate family member".
Salary : $2,500 - $75,000
