The plan pays 66.67% of your weekly salary up to a maximum of $1,000. Benefits begin on the 31st day of your disability. Employees receive an incentive of up to four (4) days per calendar year for every 250 hours remaining in their sick leave bank. Sick leave incentive days cannot be carried over to the next year.

Essential Job Functions
- Manages the operations of the Field Operations Division, including developing short? and long?range goals, objectives and operating budgets, and coordinating with other departments and agencies.
- Directs, plans, organizes, manages and supervises all activities of personnel involved in operation and maintenance of the wastewater collection system and the water distribution system.
- Directs all appropriate supervisory functions associated with new water and wastewater installations.
- Reviews preliminary plans and contracts prior to construction.
- Ensures that all utility line construction complies with standards and specifications.
- Observes pressure tests, infiltration tests, exhilaration tests, TV inspections, etc.
- Manages the training of all personnel involved in the areas of responsibility.
- Maintains accurate and detailed system records; ensures compliance with all applicable local, state and federal regulations.
- Plans for necessary changes required to meet changing regulations.
- Participates in the selection, promotion, appraisal and discipline of division personnel.
- Researches and recommends specifications for annual bids, capital improvement projects and service contracts.
- Reviews and assists in the design of system modifications and expansions.
- Ensures the provision of prompt and efficient field service to customers.
- Presents and maintains a high public image.
- Performs specific projects as assigned.
- In the absence of other managers within the Utilities Department, may be assigned to manage those departments on a temporary basis.
- Performs duties of Utilities Director or Assistant Utilities Director in his/her absence.
- Oversees preparation of Standard Operating Procedures, resolutions and ordinances.
- Responds to and resolves issues and inquiries from the public and participates in public meetings as required.
- Attends/schedules meetings with City staff, engineers, and contractors to provide/exchange information on current collection and distribution issues, and for project planning and coordination.
- Maintains current knowledge of trends and developments in collection/distribution technology, operating methods, process control techniques, advanced equipment and instrumentation; and municipal, county, state, and federal regulatory practices as related to utilities collection and distribution standards.
- Oversees compliance with backflow regulations, fire protection requirements, warehouse inventory and processes and collection/distribution systems as required by Federal/State Regulatory Statutes.
- Consults with other division managers/supervisors to coordinate activities and projects, and to collaboratively plan for projected system needs.
- Prepares county, state, and federal reports as per established regulatory requirements.
- Sets division policies, develops and administers comprehensive operational and capital budgets.
- Approves and oversees Division expenditures, including pay requests from vendors, contractors, and consultants.
- Prepares comprehensive annual operational budget and a five-year capital improvement projects budget for the Division.
- Monitors and controls accounting and expenditures for division to assure compliance with established and projected budget(s), i.e., records management, purchase requisitions, inventory, and equipment maintenance.
- Contributes to the creation of departmental presentations and may present for Commission meetings, other formal conferences, regulatory agencies, etc.
- Evaluates assigned personnel for efficiency and effectiveness; initiates personnel actions of hiring, promotion, discipline, termination, training and development; resolves or refers personnel problems or grievances; directs and assigns work to employees that report to them; and provides technical support, motivation and guidance in their work activities.
- Meets with county, state, and federal regulatory representatives to discuss/address compliance issues. Primary agencies include Sarasota County Health Department, Florida Department of Environmental Protection, federal Environmental Protection Agency, Southwest Florida Water Management District and American Water Works Association.
Knowledge/Skills/Abilities
- Knowledge of the operating, maintenance and repair principles and practices applicable to wastewater collection, low pressure sewer systems, water distribution systems, equipment and appurtenances.
- Knowledge of safety regulations, precautions and occupational hazards associated with the work.
- Knowledge of regulatory requirements relative to the environmental impacts of wastewater releases.
- Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
- Skilled in using computers for data entry, word processing and accounting purposes.
- Ability to organize effectively.
- Ability to maintain accurate records and prepare clear and concise reports.
- Ability to exercise considerable independent judgment.
- Ability to communicate effectively and clearly ? both orally and in writing, and at all levels of the organization.
- Ability to create public presentations and present in a professional setting.

Education And Experience
- Bachelor of Arts / Bachelor of Science Degree from an accredited college or university in related field.
- A minimum of seven (7) years of progressively responsible water/wastewater management experience.
Licenses And Certifications
- Must possess a valid Florida Driver's License.
- Commercial Driver's License preferred.
- Must possess a Level 1 Water Distribution or Class A Wastewater Collection Certification.
