This is skilled technical field inspection work in securing and maintaining regulatory compliance with municipal and other applicable codes and ordinances governing all phases of construction involving industrial, commercial, and residential structures. Aligned with certification(s), work includes inspection of the construction, alteration and repair activities on building sites and sign installations; and evaluation of existing facilities to ensure regulatory compliance with Florida Building Codes and local City ordinances, and all technical and safety standards. Work requires the exercise of considerable sound judgment, firmness, tact, and initiative, and is performed with considerable independence. Employees working in this classification, are eligible for additional pay incentives for each State of Florida Inspector and/or Plans Examiner certifications that are maintained for other trades.

  • Performs detailed review of building diagrams, blueprints, sketches, plans and specifications for compliance with the FBC and local regulations for construction, prior to issuance of building permits for proposed building construction, land use, or building development modifications.
  • Coordinates with Chief Inspector regarding field discrepancies or issues pertaining to inspections.
  • Assists in the investigation of complaints regarding violation of the applicable codes and ordinances and assists with the prosecution of violators when necessary.
  • Reviews and evaluates drawings and specifications; occasionally inspects buildings in the process of construction, alteration, or repair for compliance with plans submitted, permit applications and building code requirements related to flood resistant design and construction.
  • Electronically prepares reports and maintains inspection records of work performed and properly enters inspection data, including documents and images using provided hardware and software systems and equipment.
  • Assists contractors, architects, engineers, and the public with code compliance interpretation.
  • Performs related work as required.

  • Knowledge of means and methods utilized in construction.
  • Skilled in customer service and communication skills, written and verbal.
  • Skilled in the use of small office equipment, including copy machines and multi-line telephone systems.
  • Skilled in using computers for data entry.
  • Ability to perform investigation work when required and write clear, concise, and accurate reports.
  • Ability to examine construction plans with 
  • Ability to use computer software (Word, Excel, PowerPoint, Access, etc.) and enter data accurately from a wide variety of source documents.
  • Ability to plan, organize and use mature judgment in evaluating situations and making decisions in accordance with established policy.
  • Ability to establish and maintain effective working relationships with City officials, other employees, and the public.

Working Conditions:   

While performing the duties of this job, the employee works in a dynamic environment that requires sensitivity to changing goals, priorities, and needs. Work typically requires minimal exposure to one or more disagreeable conditions (i.e., irate customers, outdoor weather conditions, excessive noise, extreme heat, odors, or dust).

Risk/Safety Conditions:  

This position requires minimal exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, assault and battery, communicable disease, etc.)

Physical Activities:

The work is light: exerting up to 20 pounds of force occasionally, and up to 10 pounds of force frequently, and negligible amount of force constantly to move objects. Additional requirements include balancing, bending, climbing, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, talking, visual acuity, and walking.

Position requires the operation of a City vehicle.

(Occasional=1-3 Hrs.; Frequent=3-5 Hrs.; Constant=5-8 Hrs. – Per Workday)

Education and Experience:

  • High School diploma from an accredited high school or possession of an acceptable equivalency is preferred.
  • Five (5) years of experience as a Certified Building Inspector for a government entity or private provider, or in building construction as a contractor, construction journeyman, builder, or construction supervisor, as required per Florida Statute 468 is preferred.

 

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications:

Possession of or ability to obtain a valid Florida driver’s license by date of hire. 

 Possess and continue to maintain a standard license from the Florida Department of Business and Professional Regulation (DBPR) for Building Inspections or must obtain the standard or provisional license for Building Inspections from the DBPR within six (6) months of appointment to the position. 

Emergency Response Responsibility

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event.  All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

Hiring Range Statement

Please note, the hiring pay range for this position is the minimum up to a rate equal to or less than the midpoint of the salary range.
