What are the responsibilities and job description for the Instrument and Controls Technician II position at City of North Port?
This is a highly skilled position that performs work in the calibration, inspection, operation, troubleshooting, maintenance, installation and repair of equipment in the areas of wastewater and water pump stations and treatment plants, and water distribution and wastewater collection systems. Work is performed under general supervision of the Utilities Instrument & Controls Supervisor.
- May lead, direct or train other technical employees.
- Ensures that all activities are conducted in compliance with all applicable local, state and federal regulations.
- Recognizes occupational hazards and safety precautions required in the workplace.
- Assists in establishing and maintaining Standard Operating Procedures.
- Installs, inspects, troubleshoots, maintains, calibrates and repairs electrical and pneumatic instrumentation, controls and appurtenances at the wastewater and water treatment plants, pumping stations and lift stations used for controlling all equipment for measuring flow, pressure, temperature, etc.
- Operates and maintains the Utilities SCADA System, lift stations and facilities.
- Inspects tests, determines working condition of, repairs and replaces various types of equipment and instruments.
- Maintains records and reports; prepares, reads and interprets drawings, sketches and schematics.
- Uses sound judgment to recognize and subsequently report unusual conditions.
- Makes recommendations to supervisors and managers on current and future needs and improvements to the electrical systems and instrumentation.
- Monitors the integrity and safety of the electrical aspect of the Departments equipment and controls related to water/sewer operations.
- Proficiently operates multi meters, amp meters and process meters.
- Assists in the preparation of the divisional expense budget and annual capital improvement program for the Utilities division.
- Assists in preparing vendor documentation from vendors being utilized and prepares documents needed for purchasing from vendors.
- Works with integrators in installing, configuring, maintaining, programming and troubleshooting all Variable Frequency Drive, Soft Starters and Programmable Logic Controllers units and all electronic components that make up the SCADA, including servers, switches, PC workstations, Remote Terminal Units, commercial radio/cellular transmitters and receivers, fiber optic and analog communication lines.
- Follows and establishes preventive maintenance procedures.
- Participates in emergency response and scheduled on-call program as required.

- Knowledge of the practices, materials, tools and equipment of the fields of electronics and instrumentation.
- Knowledge of the practices and principles applied to preventive and corrective maintenance of electrical, pneumatic and other instrumentation of wastewater and water treatment plants, pumping stations and lift stations.
- Knowledge of high and low voltage equipment, flow meters, recorders and control panels.
- Knowledge of basic electrical theory and its commercial and industrial applications.
- Knowledge of the occupational hazard and safety precautions required in the workplace.
- Skilled in the use small office equipment, including copy machines or multi-line telephone systems.
- Skilled in using computers for data entry, word processing and accounting purposes.
- Skilled in the use of SCADA, computer and electronics equipment.
- Ability to read and interpret electrical schematics, blueprints, piping layouts and single line drawings.
- Ability to test, detect malfunctions, calibrate and repair specialized equipment.
- Ability to understand specifications, instructions and recommendations, in both written and oral formats.
- Ability to work in a team environment and to establish and maintain effective working relationships and to communicate with other City employees, contractors, City department and outside agencies.
- Ability to maintain neat and legible records, to make sketches and to prepare diagnostic reports.
- Ability to communicate in English clearly and concisely, both orally and in writing.
- Ability to plan, organize and coordinate work assignments.
Education and Experience:
- High School Diploma from an accredited high school or possession of an acceptable equivalency diploma is preferred
- Six (6) of utility work experience or an equivalent combination of training, education and experience in mechanical and electrical maintenance, pneumatic and electronic control systems, hydraulics, water and wastewater operations.
- Requires post-secondary school technical training or college courses in electronics training, emphasis in mechanical instrument calibration and computer programming for electronics and instrumentation.
- Must be proficient in the use of SCADA, SCADA logic and electronic equipment.
(A comparable amount of training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications:
Must possess a valid Florida Driver’s License.
Emergency Response Responsibility
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
