The Industrial Pretreatment and Cross-Connection Program Specialist is a highly specialized and professional position and is responsible for the development, implementation, and management of the City of Northglenn’s Industrial Pretreatment (IP) Program and Cross-Connection Control Program. The IP and Cross-Connection Control programs are requirements of the City’s National Pollution Discharge Elimination System (NPDES) Wastewater treatment facility permit, and the city’s requirements under the Safe Drinking Water Act and Colorado Primary Drinking Water Regulations.

The position consists of administrative, professional, and technical work with a focus on regulatory compliance. Program compliance with federal and state regulations is periodically evaluated by the US Environmental Protection Agency and the Colorado Department of Public Health and Environment. An employee in this position should be able to communicate effectively with a broad audience including state and federal regulators, business owners, the public, other city employees and city leadership.Plans, develops, implements, reviews, and evaluates programs to ensure compliance with local, state, and federal regulations as they pertain to the Industrial Pretreatment Program, Cross-Connection Control Program and the city NPDES permit..
 
Assembles and submits required reports to supervisory personnel and to state and federal regulatory agencies.
 
Research new technologies and develops new procedures for sampling, analysis and operations as they relate to industrial pretreatment backflow or wastewater operations.
 
Prepares and updates standard operating procedures for all industrial pretreatment and cross connection procedures.
Analyzes samples process data from waste water treatment plant facility to support and recommend treatment modifications in response to events that may cause treatment disruptions, pass-through or other negative impacts to the treatment processes.
 
Develops monitoring and sampling programs which may include: coordinating with internal and contract laboratories, performing chemical analysis, collecting samples, maintaining laboratory instrumentation, maintaining sampling equipment and coordination with business owners and other city staff.
 
Mange and maintains records as they pertain to business tracking, laboratory analysis, program compliance and standard operating procedures.
 
Maintains records and schedules with regard to enforcement activities; sends out violation notifications and monitors enforcement procedures.
 
Assists engineering, planning and other technical staff on reviewing site plans, construction plans, and other development related activities to ensure compliance with all federal and state regulations that pertain to the IP and Cross-Connection Control programs.
 
Provides direction to other staff in safety, analytical procedures, sampling procedures and other daily tasks.
 
Prepares communication resources for the public, industries and government agencies.

Industrial Pretreatment Duties & Responsibilities: 

Administers industrial user permit process; conducts site inspections; sets up city monitoring programs; assists industrial users in developing of self-monitoring programs, works with industries on special discharge policies and agreements, updates policies as necessary, and conducts yearly industrial waste surveys.
 
Manages the Fats, Oil and Grease Program (FOG), Petroleum Oil, Grease and Sand (POGS) separator program, and dental amalgam program as required under the Federal IP regulations and requirements of the city’s municipal code.
 
Conducts site inspections of commercial and industrial properties.
 
Responds to concerns from staff or community regarding industrial activities.
Writes discharge and temporary discharge permits, enforcement orders, notices of violation and program reports for CDPHE and USEPA.
 
Reviews construction plans for industrial pretreatment equipment and follows up on installation.
 
Conducts field investigations to ensure that construction activities, industrial/commercial activities and city operations comply with plans, specifications, permits and other requirements of the Industrial Pretreatment Program.
 
Maintains detailed records of industrial user activities and compliance with the Industrial Pretreatment Program as necessary to develop legally defensible support for enforcement actions under the city’s municipal code and/or the Federal Industrial Pretreatment regulations.
 
Establishes local discharge limitations for all industrial and commercial waste water dischargers in accordance with EPA and NPDES permit requirements.
 
Recommends and develops updates and modifications to the city’s municipal code pertaining to the Industrial Pretreatment Program to ensure that it follows the requirements of the City’s wastewater NPDES permit and federal regulations.

Cross Connection Control Duties & Responsibilities: 
 
Administer the City’s Backflow and Cross Connection Control program. This includes performing compliance inspections of all non-single family buildings, maintaining detailed files and database of backflow devices in city, and sending out notices of non-compliance.
 
Develop standard operation procedures for the program as required by Colorado Primary Drinking Water Standards, ensuring that they are available and complete for review during Sanitary Surveys of the city’s drinking water system.
 
Test or oversee testing all city owned backflow devices and maintain test reports as required by the Colorado Primary Drinking Water Regulations and Colorado records retention act..
 
Works with City Staff to identify new Cross Connections and to control potential hazards properly.
Collaborate with Utility Billing, Economic Development, Planning and Building Departments to ensure cross connection control compliance is met within regulatory timeframes.
 
Reviews construction plans for appropriate Backflow prevention assemblies and techniques and follows up on installation.
 
Conducts field investigations to ensure that construction activities, industrial/commercial activities and city operations comply with plans, specifications, permits and other requirements of the Cross-Connection Control Program.Graduation from an accredited four-year college or university with major coursework in environmental sciences, biology, chemistry or a closely related discipline.

Advanced course work in environmental policy, environmental management, or environmental engineering desired.
 
Two to four years of experience in chemical analyses, or in water or wastewater treatment including field work, laboratory experience and/or operational experience; or any equivalent combination of education and experience which provides the following knowledge, abilities and skills.
 
Must possess, at the time of appointment, and maintain a valid Class “C” motor vehicle operator’s license as issued by the State of Colorado and a good driving record.
 
Possession of ABC, ASSE and/or ABPA cross-connection control certification or ability to acquire within one year of hire.

Certifications must be maintained for continued employment.Working knowledge of industrial pretreatment, drinking water treatment, wastewater treatment and current methodologies and practices used in these processes and programs.
 
Considerable knowledge of environmental regulations (local, state and federal) as they apply to industrial pretreatment, wastewater and backflow prevention principles.
Ability to interpret and apply complex federal and state regulations as they pertain to Industrial Pretreatment and Cross-Connection Control programs.
 
Understanding of utility operations and public works programs.
 
Ability to read and interpret construction blueprints, schematics, layouts and other visual aids.
 
Ability to develop and implement wastewater collection system and industrial user sampling plans.
 
Ability to perform complex laboratory examinations and mathematical computations as applied to the chemical analyses of water and wastewater and the associated treatment processes.
 
Knowledge of the hazards and safety precautions for laboratories for sampling wastewater and for working in confined spaces. Knowledge of adequate PPE during work.
 
Ability to handle confidential information.
 
Ability to operate a computer, work from broad direction with limited supervision, organize tasks and meet deadlines.
 
Ability to establish and maintain effective working relationships with City Management, coworkers, supervisors, businesses and/or property owners, regulatory agencies, other municipal agencies, and the general public.
 
Possess strong written and oral communication skills
Ability to develop written reports and other informational materials to be presented federal and state officials, city leadership, business owners and the general public.
 
Operational experience with laboratory and sampling equipment and computer software. Skill in the use and repair of mechanical/electrical equipment.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES 
Work may be performed during inclement weather or extreme temperatures in confined spaces.

This is a non-exempt position (eligible for overtime compensation).
