Description of Work
Position Definition: Performs executive administrative duties and construction inspection tasks in supervising a comprehensive building advisory, inspection, and enforcement program; supervises and enforces the State Building Code, City Building ordinances and regulations related to health, safety, and fire codes; and provides technical consultation and assistance to City Boards and Commissions. Assumes responsibility for administration of the Building Code in the absence of the Chief Building Official.
General Duties: Receives oral and written direction from the Chief Building Official. Plans and organizes activities according to standard or established procedures. Establishes priorities as needed. Assists the Chief Building Official in preparing near-term and long-range planning of code development, to meet the changing needs of the City. Assigns work to Inspectors in trades and construction areas. Performs and supervises field inspection work. Receives and reviews proposed building and related construction plans. Confers with, and interprets, code provisions to architects, engineers, contractors, and members of the public. Approves changes in plans made necessary by extraordinary conditions. Oversees a systematic review of buildings and premises to assure compliance with the Building Code and to enhance safety of citizens. Consults with Boards, Commissions, and with various City departments and special building committees concerning building safety and construction. Makes on-site inspections of construction work in progress to assure conformity with code and regulations. Authorizes the issuance of certificates of use and occupancy. Provides training and development to staff. Reviews employee performance and recommends personnel actions to the Chief Building Official. Prepares narrative and statistical reports of some complexity for the Chief Building Official. Reports work accomplished to the Chief Building Official.
Supervised By: Receives general direction from the Chief Building Official.

Required Knowledge, Skills and Abilities
Considerable knowledge of building construction practices. Considerable knowledge of building codes and regulations. Ability to supervise. Ability to interpret engineering and architectural plans, drawings, and specifications. Ability to prepare concise written reports. Ability to present reports in a clear and concise manner. Physical ability to inspect construction work in progress. Ability to work in poor weather conditions, including heat, cold, rain, or snow.
Minimum Qualifications
Bachelor’s degree in Architecture, Civil or Structural Engineering, and five years increasingly responsible experience in the construction trades, including three years of related supervisory and inspection experience. Experience in the construction trades can substitute for the advanced degree on a year for year basis.
Special Licenses/Certifications AND/OR Supplemental Information
License or Certification: Licensed by the State of Connecticut as a Building Official. A valid Motor Vehicle Operator's License.
This position is a Grade 7.
