Description of Work
Position Definition:
The Recycling Specialist will assist the Waste Programs Manager in implementing the Norwalk Solid Waste Management Plan, with a primary focus on educating residents and the public through targeted outreach efforts. The role involves supporting various recycling and waste management programs to increase awareness, compliance, and participation. The Recycling Specialist will assist with daily operations in the city’s recycling and waste management programs, including curbside collection, yard waste programs, composting, and special events such as bulky waste collections and household hazardous waste drop-off days.
General Duties:
Public Education & Outreach:- Develop and promote education and outreach materials related to waste reduction, recycling, and composting for the public.
- Coordinate and implement programs to increase awareness of recycling services and waste diversion strategies.

Customer Service & Community Engagement:
- Serve as a point of contact for the general public, local businesses, and internal departments regarding questions about recycling and solid waste programs.
- Provide guidance and information to residents and businesses on how to properly recycle and reduce waste.
- Educate residents about the collection system and address issues or concerns related to trash and recycling services.

Recycling & Waste Management Support:
- Assist the Waste & Rec. Prog. Manager in preparing reports for the CT DEEP and other local officials.
- Support special recycling projects, including organizing waste hauler permits and related activities.
- Track and address recycling collection issues, including monitoring tagged carts and improving collection efficiency.

Special Events & Programs:
- Assist with organizing and promoting special recycling events, such as bulky waste collections, mattress drop-off events, Christmas tree collection, and household hazardous waste drop-off days.
- Support the management of public area trash and recycling bins and the yard waste site and transfer station.

Grant Support & Administrative Tasks:
- Assist with identifying and applying for grants related to solid waste, recycling, and composting programs.
- Perform administrative tasks as needed to ensure the smooth operation of recycling initiatives.
Supervised By: Waste & Recycling Program Manager
Required Knowledge, Skills and Abilities
Good knowledge of the principles and practices of recycling and waste reduction and the ability to apply those principles and techniques to daily activity. Working knowledge of the use of a personal computer, including use of the social media and other graphic design programs. Working knowledge of the principles and practices of solid waste and materials recovery methods. Ability to interact and communicate effectively with the community and the general public. Ability to express ideas and issues clearly and effectively both orally and in writing. Good analytical and problem-solving skills and the ability to prioritize tasks.
Minimum Qualifications
Minimum Qualifications:
Education:- Graduation from High School or possession of a High School Equivalency Diploma
- Coursework or training in environmental studies, sustainability, or a related field is preferred.

Experience:
- One(1) year of work experience in public outreach, recycling education, or related areas.
Special Licenses/Certifications AND/OR Supplemental Information
License or Certificate: Valid Driver's license.
