Under the general supervision of the Director of Recreation, the Recreation Program Director oversees the development and operations of all adult and youth services at the Recreation Center and implements recreational and fitness programs, activities, and services for the citizens of Norwood. Supervises, directs, and oversees Recreation operations in the absence of the Recreation Director. Supervises program staff and may issue minor discipline.

Essential Duties and Responsibilities :

  • In the absence of the Recreation Director, oversees the day-to-day operation of the Recreation Center including but not limited to, front desk coverage and management and rental requests; plans and develops the schedule for all programming; supports community-wide membership retention and engagement initiatives including campaign efforts; serves as a liaison to community partners and as a role model of core values to staff and the community.
  • Assists in recruiting and securing sufficient qualified staff and volunteers to effectively operate the facility and programs of the departments as budgeted and approved; manages, directs, and supervises assigned staff; assigns work schedules; evaluates the work of staff and volunteers to ensure that programs are of appropriate quality and that resources are used effectively; corrects, counsels, coaches, and recommends disciplinary action; interviews candidates for employment; makes recommendations as to the hiring, firing, advancement, promotion, and other change of status of employees; provides CPR and First Aid training for all staff; prepares incident reports and other required reports affecting employees supervised.
  • Assists in the management of maintenance and cleanliness of all facility hallways, walkways, restrooms, concessions, lockers, and common and group-use areas; inspects recreational equipment for safety hazards and damage or wear; manages pool operations; completes and maintains records of facility and equipment conditions.
  • Participates in the development and implementation of recreation activities; develops long-range vision and strategies for the aquatics program; develops and expands aquatics programs and services for all age groups; plans, directs, or coordinates the activities of social service programs or community outreach organizations; establishes and maintains relationships with other agencies and organizations in the community to meet community needs; speaks to community groups to explain and interpret the Recreation Center’s purpose, programs, services, and policies; researches and analyzes member or community needs to determine program directions and goals; provides ongoing member services to program participants, parents, staff, and volunteers to ensure understanding of their needs and current trends.
  • Meets all job safety requirements and all applicable PERRP safety standards that pertain to essential functions. Monitors recreational areas; warns participants of unsafe areas or illegal conduct; may rescue distressed persons, using rescue techniques and lifesaving equipment; may examine injured persons and administer first aid or cardiopulmonary resuscitation, if necessary, using training and medical supplies and equipment; contacts emergency medical personnel in case of serious injury; organizes and implements emergency response program; understands and implements total emergency procedures, and other relevant incident information.
  • Responsible for all program's financial transactions; reconciles payments, reviews payment receipts and deposit slips; balances cash drawer and other financial duties as assigned. This includes preparing accurate reports on the activities and transactions related to the department and all programming; use of current database and technology.
  • Assists in the planning and development of the annual budget for the Recreation Center; oversees the program budget and policies regarding participant involvement, program requirements, and benefits; prepares the annual program calendar; markets programs in a timely manner; implements systems to more collaboratively and effectively develop program and area budgets for staff payroll, operations, and capital projects.
  • May represent the Recreation Department in relations with public officials, outside agencies, businesses, community-based organizations, and media institutions; may direct fundraising activities and the preparation and distribution of public relations materials, brochures, forms, and other information.
  • Attends meetings and serves on committees, as directed; attends training and seminars, as directed.
  • Maintains an inventory of supplies and equipment as needed by the department; manages all first aid and blood-borne pathogen kits; follows all policies and procedures related to purchasing.
  • Demonstrates regular and predictable attendance; may be required to work extra hours, evening hours, split shifts, weekends, and / or holidays as required. Due to the nature of the job, when scheduled for an on-call assignment, the employee must be available to return to work after normal work hours or on weekends and / or holidays when called to do so.
  • Performs other duties as assigned.
  • Enforces policy and procedures as needed and assigned.

Qualifications & Requirements :

  • Associates Degree from an accredited college or university with major course work in recreation, health and physical education, or related field is preferred, and five (5) years of recent demonstrated work experience in administrative recreation management, recreational programming, or related field of which two (2) years in a supervisory capacity.
  • Any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
  • Other education and experience will be considered.
  • Must possess a valid driver’s license.
  • Must remain insurable under the City’s vehicle insurance policy.
  • Must be certified in First Aid, CPR, and AED by a recognized health care educational provider or obtain certification within six (6) months of employment in this position.
  • Work Conditions and Physical Demands :

    Standard modern business office equipment needed in job duties; automated external defibrillators AED or hard paddles; emergency medical services first aid kits; life rings; rescue tubes; tow lines; motor vehicle; sports equipment including nets, mats, aerobic equipment, etc. Employee ascends and / or descends ladders, stairs, or scaffolds; has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works on and around powered platforms and / or vehicle mounted platforms (e.g., manlifts); is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and / or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85db (e.g., loud sirens, screaming people, building alarms, etc.); is exposed to possible injury from air contaminants, unclean or unsanitary conditions, electrical shock; works in or around crowds; has contact with potentially violent or emotionally distraught persons or life threatening situations; has exposure to hot, cold, wet, humid, or windy weather conditions; exposure to shaking objects or surfaces; works, first, second, or third shift; uses eye and face protection for potential exposure to flying objects, head protection for potential impacts of objects to the head, and occupational foot protection for potential impacts of objects to the feet; exerting 20 to 50 pounds of force occasionally, and / or 10 to 25 pounds of force frequently, and / or greater than negligible up to 10 pounds of force constantly to move objects. Physical Demand requirements are in excess of those for Light Work.
