The City of Novato is seeking a dedicated and experienced Maintenance Superintendent to oversee the daily operations of our Maintenance Division within the Public Works Department. This key leadership role is responsible for managing a skilled team and ensuring the effective maintenance of city streets, parks, buildings, and equipment.

Reporting to the Public Works Director, the Maintenance Superintendent will play a vital role in developing and implementing maintenance plans, optimizing resources, and ensuring high-quality service delivery to the community.     DEFINITION

    Leads, plans, programs, manages, supervises and coordinates the activities and staff of the Public Works Maintenance Division involving the streets, Facilities Services, Parks and Medians, and Fleet Services maintenance; closely coordinates this work with input from other departments and divisions within the City, City Council, outside agencies, and the general public; and to provide complex administrative support to the Director of Public Works.

    ESSENTIAL FUNCTION STATEMENTS Essential responsibilities and duties may include, but are not limited to, the following :

    Essential Functions :

  • Direct and participate in the development and implementation of goals, objectives, policies and priorities related to the Public Works Maintenance Division.
  • Develop and recommend changes regarding City maintenance plans; write and present reports and recommendations; advise the City Council, City Commissions, Committees, and Boards, and community groups on maintenance matters.
  • Develop and review staff reports related to maintenance planning and scheduling; present reports to the City Council and other commissions, committees and boards.
  • Direct and oversee Division office operations; direct the maintenance of appropriate records and files; coordinate and prioritize workflow.
  • Provide administrative support to the Director of Public Works; assist with special projects as assigned; prepare complex and sensitive reports for State and Federal regulatory agencies.
  • Prepare the Maintenance Division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
  • Participate in recommending the appointment of personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations.
  • Prepare requests for proposals for vendor, contractor and rental agency services and products; issue purchase orders and authorize payment as required.
  • Prepare status and assessment reports to City and County agencies and the public during emergencies.
  • Participate on a variety of boards and commissions; attend and participate in professional groups and committees.
  • Receive, analyze and assign services requests from the public and other City departments.
  • Provide information to the public regarding traffic operations, street, park and public facility maintenance and emergency preparedness; participate in public meetings as necessary.

  • Typical Qualifications

    QUALIFICATIONS

    Knowledge of :

  • Modern principles and practices of street, park, facility and equipment maintenance program development and administration.
  • Methods and techniques of effective administrative report preparation and presentation.
  • Recent developments, current literature and sources of information related to street, park, facility and equipment maintenance.
  • Pertinent State, Federal and local rules, regulations and ordinances.
  • Principles and practices of budget preparation and administration.
  • Ability to :

  • Principles of supervision, training and performance evaluation.
  • Ensure program compliance with State, Federal and local rules, laws and regulations.
  • Interpret and apply pertinent laws, rules and regulations.
  • Develop and administer a division budget.
  • Prepare and analyze technical and administrative reports, statements and correspondence.
  • Supervise, train and evaluate assigned staff.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.
  • Demonstrate the ability to :
  • Make sound decisions and exercise good judgment in a variety of situations.

  • Analyze information and apply critical thinking skills.
  • Effectively communicate verbally and in writing.

  • Experience and Training Guidelines

    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

    Experience :

    Five years of responsible experience in street and parks construction and maintenance including two years of administrative and supervisory responsibility.

    Training :

    Equivalent to a Bachelor's degree from an accredited college or university with major course work in public or business administration or a related field.

    License or Certificate :

    Possession of, or ability to obtain, an appropriate, valid California driver's license.

    Working Conditions and Environmental Conditions :

    Work in a typical office environment utilizing computers. Occasional attendance at night and weekend meetings and events is required. Duties require positions to, on a continuous basis, sit at a desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less.

    SELECTION PROCESS

As a result of the selection process an eligibility list of qualified candidates will be established to fill current and future vacancies as long as the eligibility list remains active. Candidates who score the highest in the selection process will be required to pass a reference and background exam prior to receiving a conditional job offer. Candidates receiving a conditional offer of employment will be required to pass a pre-employment medical and drug screen examination prior to receiving a final job offer.

    Salary :

    Starting salary is generally the first step of the range listed; however, advanced step appointments may be approved based upon qualifications when warranted. Subsequent salary increases within the range are scheduled yearly and may be granted based upon satisfactory service.

    9 / 80 work schedule with closures on alternate Fridays. Employees work nine hours per day and eight hours per day on the working Friday.

    Benefits :

    The City participates in the California Public Employees' Retirement System (CalPERS). In compliance with AB 340, CalPERS retirement formula is either 2% at 55; employee contributes 9.5% of salary, or 2% at 62; employee contributes 7.25% of salary, depending on eligibility.

    The City provides a specific dollar amount to each employee based on the employee's benefit enrollment level to apply to medical, dental, life and disability insurance. The dental program and life insurance policy are mandatory. Health, vision and disability options are available. Employees who do NOT enroll in a healthcare plan through the City will receive up to $250 per month as an addition to their gross earnings.

    Other Benefits Information :

  • Employee Assistance Program : A City-paid EAP is available for employees and members of their household.
  • Long-term Disability Insurance is provided as an optional benefit. Employee pays $9.78 per month if opting in.
  • State Disability Insurance (SDI) is provided. Employee pays 0.6% of salary (pre-tax).
  • Deferred Compensation Savings Plans (457) are available to employees through a deferred compensation program.
  • Employee must pay an amount equal to 1.45% of salary toward Medicare. An equal amount is paid by the City.
  • The City does not participate in Social Security.
  • Leaves :

  • The City offers 13 paid holidays;
  • 80 hours of vacation after 1 year (graduates to 21 days for 20 years of service); Employees currently working for another agency (state, federal or local) will have their vacation rate adjusted to account for their years of service with that public agency.
  • New employees will receive 40 hours of sick leave on their start date. (unused leave applied to service credit at retirement).
