JOB SUMMARY:
The City of Oak Park is currently recruiting a resident-service oriented Rental Inspector, to work with in our Municipal Services Department!
This position of Rental Inspector is responsible for inspecting all rental homes and apartments to ensure compliance with City Ordinances and the International Property Maintenance Codes. The Rental Inspector also enforces and investigates violations of City codes regarding the rental and business license ordinances as well as alleged violations of zoning, building, signs, blight, and animal control ordinances. This position will also manage the business license program. Some of the essential job duties also include preparing and maintaining correspondence and reports associated with the above as well as maintaining computer data bases. The Rental Inspector has the responsibility of issuing violations and testifying in court as needed, and various filings, as well as collecting fees and accurately accounting for all incoming and outgoing monies. Lastly, the position will assist with special projects and perform related duties as assigned.
ESSENTIAL FUNCTIONS & RESPONSIBILITIES:
- Develops and implements rental inspection program policies.
- Conducts on-site inspections on all rental homes and apartments in the City to ensure compliance with City Codes and the International Property Maintenance Code.
- Issues certificates and maintains all rental and business license documents and databases.
- Communicates with property owners and advises them of ordinance violations and compliance actions. Explain and interpret State and Local building/property maintenance regulations to City business/property owners.
- Performs difficult and complex tasks involving code and ordinance interpretation.
- Accepts difficult inquiries from citizens, contractors, etc., regarding complaints, code and ordinance interpretations, clarification of office policies and general questioning.
- Verify Ordinance complaints and conduct follow up inspections of violations; send out ordinance violation notices when necessary.
- Prepares written reports for each of the above activities, properly documents all evidence and actions in a manner appropriate for use in court actions.
- Issue misdemeanor law citations, follow up, and testify in court against offenders for violations of State and Local regulations, and when necessary, testifies in court.
- Manages Building Department Software (BS&A)
- Provide clerical support as needed by answering telephones and issuing permits.
- Perform other duties and special projects, as assigned.
KNOWLEDGE, SKILLS, & ABILITIES
- Proficient in Microsoft Office software, and ability to navigate through internet resources.
- Understanding and knowledge of how laws, ordinances, and codes overlap, and how to interpret them.
- Ability to interpret and understand building codes, zoning standards and requirements.
- Ability to understand ordinances pertaining to signs, litter, and blight.
- Knowledge of inspection methods, practices and techniques pertaining to building, zoning, and other inspection work.
- Ability to assemble data and prepare and maintain correspondence, records, and reports.
- Ability to communicate with and work effectively with the public and other employees.
- If not already certified, must be able to obtain the International Code Council Certification in Property Maintenance & Housing Inspector 64, within six (6) months of hire.
QUALIFICATIONS:
REQUIRED:
- Valid, unrestricted driver's license
- High School Diploma or General Educational Development (GED) test
- Must be able to obtain the International Code Council Certification in Property Maintenance & Housing Inspector 64, within six (6) months of hire
- Must be able to qualify to drive a City vehicle under City Policy PPM# 1.000.05:
- The City shall not consider an individual for employment, where driving is required, if their driving record contains any of the following situations within the last five years:
- There is a conviction of driving under the influence or narcotic-related offenses
- A license suspension for failure to appear in court or failure to comply with a judgment
- More than two "at-fault" accidents
- More than three hazardous moving violations
- Negligent homicide, manslaughter, or assaults involving the operation of a vehicle
PREFERRED:
- Current International Code Council Certification in Property Maintenance & Housing Inspector 64 certification
- Prior experience as a Rental Inspector in a municipality
- Working knowledge of local ordinances, laws, and regulations
SPECIAL WORKING CONDITIONS:
The Rental Inspector is expected to work fully onsite and must be available in-person for all dates of assignment.
SALARY RANGE:
This is a full-time, TPOAM Bargaining Unit position with an hourly rate of $26.0041 - $29.9126, with benefits as outlined in the current TPOAM Collective Bargaining Agreement.
WORKING CONDITIONS/PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to speak, hear, and use hands to handle, or feel and reach with hands and arms, and frequently grip, hold or clasp with hands and fingers. The employee must occasionally bend forward or backward at the waist, and occasionally lift and/or move items of up to 24 pounds following appropriate safety procedures. The employee will rarely have to kneel, squat, or bend at the knees/ankles to work at low levels.
The employee will continuously perform regular job functions while doing tasks that involve the use of legs and/or feet for walking, standing in an upright position without movement, and reaching overhead with arms raised above shoulder height. This employee will also continuously perform task that involve finger movements for operating computers/keyboards and writing. In order to perform job functions, the employee will continuously be required to remain seated, or walk considerable distances in the facility on multiple surfaces.
