Primary Objectives:
This position is responsible for accurately completing assigned accounting functions in compliance with fiscal policy and practice. Specific duties include accounts payable processing, procurement processing and/or payroll processing transactions and related reports. Exercise initiative and some independent judgement in performing clerical, financial and administrative work in the areas of bookkeeping, data entry and accounting. Accurately prepare, enter, or verify financial transactions for routine review by the Finance Director and ensure the accuracy of financial reporting. Performs intermediate administrative support work involving the keying, scanning, and indexing of accounts payable records, receiving and processing account payments, issuing purchase orders, and related work as apparent or assigned. Work is performed under the moderate supervision of the Finance Director.
Job Requirements/Essential Job Functions:
- Works closely with the Finance Director.
- Administers all aspects of the accounts payable function and assists other departments with inquiries regarding the processing of Accounts Payable.
- Receives and verifies invoices for payment.
- Submits checks and invoices for approval; manages the weekly check process and distribution.
- Communicates directly with departments and vendors concerning financial transactions.
- Administers all aspects of the purchasing function and assists other departments with inquiries regarding the purchasing process.
- Assists the departments with the basics of preparing a Request for Proposal (RFP) or a Request for Qualifications (RFQ), including the advertisement for each.
- Receives and verifies invoices for payment.
- Processes bi-weekly payroll transactions and related reports.
- Run payroll leave reports bi-weekly.
- Makes the daily deposit.
- Maintains various spreadsheets for the Finance Department.
- Prepares reports for external auditors and correspondence related to financial transactions.
- Provides excellent public relations and customer service for all internal and external customers.
- Handles customer, employees, and vendors issues and responds to complaints in a manner that encourages customer satisfaction.
- Conveys a positive professional image by action, communication, and appearance.
- Exhibits regular, reliable, and punctual attendance, which is an essential function of this job. Performs other related duties as required/assigned.
- Backup for Municipal Court & Permits.
Education/Training/Experience:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education – Associates Degree in Accounting (preferred)
Experience – 2 years’ experience in bookkeeping or accounting work or equivalent combination of education and experience
Licenses or Requirements:
- Valid Texas Operator’s Driver’s License
- Reliable Transportation
- Must pass pre-employment drug screening
Language Skills:
- Ability to read, write, and speak English fluently, and communicates tactfully and professionally.
- Ability to respond to common inquiries or complaints from residents, regulatory agencies or authorities, or
members of the local business community.
- Good verbal and written communication skills are essential.
Other Skills and Preferred Requirements:
- Self-motivated, confident, enthusiastic and positive attitude;
- Knowledge of computer accounting systems, with preference to Tyler Technology Incode ERP 10
software, and 10-key calculator by touch; Microsoft Office, including Excel spreadsheets.
- Ability to communicate effectively in the English language with correct spelling, punctuation, and
grammar, in person, by telephone, and by e-mail with all levels of management, City officials, vendors,
other employees, and the general public.
- Ability to understand and follow oral and written directions; ability to establish and follow detailed work
procedures; ability to post accounts and to perform mathematical computations with speed and accuracy.
- Ability to establish and maintain effective working relationships with associates and the public.
- Ability to provide excellent public relations and customer service, often to multiple customers at the same
time.

be able to push and pull up to fifty (50) pounds. Specific vision abilities required by this job include close vision,
distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment:

performing the essential functions of this job. Work is typically performed in a standard work environment and
could include working in an outdoor environment, with potential exposure to adverse weather conditions. Also
includes travel throughout the community to business and governmental sites. Limited weekend and evening
hours may be required.
