Position Summary
The Emergency Communications Supervisor oversees the operations of the Emergency Communications Center under the general supervision of a Police Captain. The duties of the Emergency Communications Supervisor include managing communication and dispatch functions for receiving and processing emergency and non-emergency assistance requests and dispatching the appropriate police, fire, medical, and other personnel; supervising and training Emergency Communications Center staff; maintaining communication and information systems; developing protocols; and coordinating with other emergency services and City departments.
Essential Functions
- Plans, prioritizes, assigns, supervises, reviews, and participates in the work of Emergency Communications Center staff; responsible for the daily operations and activities of the Emergency Communications Center.
- Participates in selecting Emergency Communications Center staff; provides or coordinates staff training; conducts quality assurance reviews of calls and dispatches; works with employees to correct deficiencies; implements discipline procedures.
- Participates in preparing and managing the Emergency Communications Center budget; submits budget recommendations; monitors expenditures.
- Schedules staff to maintain levels and adequate coverage while allowing for time off; manages all time off requests; approves overtime.
- Participates in developing policies, processes, procedures, operational manuals, and systems; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and guidelines.
- Assures adherence to State requirements as a 911 Public Safety Answer Point (PSAP).
- Serves as the Terminal Agency Coordinator (TAC); acts as the contact person required by the Federal Bureau of Investigation (FBI) for agencies with access to the Tennessee Information Enforcement System (TIES), National Crime Information Center (NCIC), and National Law Enforcement Telecommunications System (NLETS); serves as the Police Department’s expert in policy and procedures and is responsible for ensuring compliance with FBI, NCIC, and NLETS policy and regulations; performs NCIC training and testing for emergency communications personnel; performs NCIC entry and validation of registered sex offenders.
- Serves at the Local Agency Security Officer (LASO); acts as the primary security contact for the FBI’s Criminal Justice Information Services (CJIS); represents the Police Department in all matters about information security; disseminates information security alerts; maintains information security documentation; assists with information security audits of hardware and procedures; keeps CJIS Systems Agencies (CSA) informed as to any information security needs and problems.
- Maintains Emergency Communications Center records and reports and prepares information subpoenaed for court as necessary
- Performs research on equipment, software, and utilities; oversees and recommends bidding and purchases of equipment and software; maintains and upgrades equipment and software.
- Ensures operational readiness of equipment related to the 911 emergency telephone system, radio systems, and computer-aided dispatch (CAD) system; troubleshoots and makes minor repairs to communication systems; analyzes problems and makes referrals to appropriate sources of service; acts as liaison for the Emergency Communications Center with vendors and City’s Information Services staff.
- Serves as CAD system administrator to manage integrated software for the Police Department, enabling its users to share information with responders and dispatchers.
- Administers information systems infrastructure, enhancement, upgrades, integration, and implementation of hardware and software of the Police Department in collaboration with Information Services staff.
- Monitors maintenance contracts for all information services infrastructure managed by the Police Department.
- Performs essential functions of Emergency Communications Dispatcher when necessary.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities
- Knowledge of City, State, and Federal laws, rules, and regulations regarding emergency communications and criminal justice information systems.
- Knowledge of emergency communications principles, practices, and methods.
- Knowledge of equipment utilized in emergency communications, including radio consoles, telephones, and CAD software.
- Knowledge of Motorola Flex software preferred.
- Knowledge of Police, Fire, and EMS response procedures.
- Knowledge of management and supervisory principles and practices.
- Knowledge of office management principles and practices, work scheduling, automation, and workflow analysis.
- Knowledge of current office practices and procedures and operation of standard office equipment and software.
- Knowledge of computer hardware and software, including word processing, spreadsheets, and databases.
- Knowledge of City geography.
- Knowledge of City and Police Department policies, procedures, and practices.
- Knowledge of City government organization and its departmental operating requirements.
- Knowledge of the use of a multi-line telephone system.

- Skill in working under pressure in emergency and stressful situations to quickly and accurately obtain pertinent information.
- Skill in training emergency communications personnel on communications equipment.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Ability to maintain accurate and legible notes.

Required Education, Experience, Licensing, and Certifications
- High School diploma/equivalent.
- Associate’s degree in criminal justice, emergency management, information systems, or related field preferred.
- Six (6) years of emergency communications experience.
- Two (2) years of emergency communications experience with the Oak Ridge Police Department preferred.
- Two (2) years of emergency communications supervisory experience preferred.
- Must possess NCIC certification or obtain certification within six (6) months of hire.
- Must possess a basic emergency communications dispatcher certification through the Association of Public-Safety Communications Officials (APCO), National Emergency Number Association (NENA), or similar organization or obtain certification within six (6) months of hire.
- Must possess an emergency communications training officer certification through APCO, NENA, or similar organization or obtain certification within 12 months of hire.
- Must possess an emergency communications supervisor certification through APCO, NENA, or similar organization or obtain certification within 18 months of hire.
- Must possess a State of Tennessee driver’s license. Out-of-state candidates must obtain a State of Tennessee driver’s license within the timeframe specified by state law.
- Must successfully pass pre-employment and post-offer testing, including a background investigation, drug screen, and psychological examination. Failure to pass these will result in revocation of the employment offer.
