Position Summary
The position manages the personnel and overall operations for the recreation system, including ensuring safe and efficient recreational opportunities and efficient operations. This position works under the general supervision of the Recreation and Parks Director.
Essential Functions
- Schedules staff to maintain levels and adequate coverage while allowing for time off. Manages all time off requests and approves the divisions payroll.
- Directs the work of and manages subordinate staff and volunteers. Assist with interviewing and selection of new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Provides assistance and answers questions, gives advice and recommendations to staff.
- Plans, organizes, schedules and coordinates recreational activities such as basketball, softball, aquatic programs, senior group activities, summer youth camps and day trips.
- Works with various community groups, volunteers and other government agencies to plan and implement special recreational events and throughout the City.
- Directs and coordinates all daily operations and maintenance activities for assigned programs.
- Plans and coordinates special events.
- Markets and promotes the Department and its services; makes presentations at community, regional and state meetings and functions on behalf of the department and the City.
- Responds to public inquiries and complaints and ensures proper follow through.
- Oversees equipment and facility maintenance activities to ensure vendor contracts are administered properly.
- Monitors fee collections, service charges and cash deposits.
- Works with community groups in fund raising activities to support or expand recreational programs and services.
- Contacts law enforcement or other appropriate personnel to handle disruptive customers or situations that may create an unsafe environment.
- Maintains training records and ensures all staff are up to date on required training.
- Provides leadership and management to all assigned staff.
- Develops and recommends annual division budget to the Director; forecasts necessary funding for operational needs, staff, and equipment. Monitors budget, contracts, and outside services. Identifies problem areas and recommends refinements; authorizes expenditures; projects anticipated revenues.
- Develops long range program philosophy and programs with the Director to assist in meeting the City’s strategic goals and initiatives.
- Calculates the most efficient and cost-effective methods to extend and preserve the useful life of the existing and future facilities and equipment. Continues to identify process improvements, eliminates redundant systems and implements cost control measurements.
- Assists in the development and implementation of operating policies and procedures. Develops standard operating procedures and manuals for implementation. Reviews performance measure tracking over the Division.
- Plans and prioritizes CIP and other material work projects. Ensures all work is completed accurately and timely. Secures supplies, materials and equipment for daily work projects.
- Coordinates development and construction of facilities, including the review and evaluation of plans and design proposals for new construction or renovations, participating in the development of construction plans and conducting an overview of projects in progress.

Education, Experience, and Certifications:
- Bachelor’s Degree in Recreation or Leisure Services and five (5) years’ experience in recreation or leisure services.
- Additional certifications or experience may be required for Senior or Aquatic positions.
- National and State Professional Certification in Recreation Administration preferred.
- Three (3) years’ experience managing employees and budgets in excess of $500K.
- Certified Park and Recreation Professional (CPRP) preferred.
