POSITION SUMMARY

Under the general supervision of the Assistant City Administrator, this position will work collaboratively with others to analyze current systems for process improvement. Plan, research, design, confirm, analyze, prepare, and recommend methodical approaches to new processes using teamwork, technology, and communication. This is a highly skilled research and technical position requiring proven performance in research, analytics, preparation and reporting.

JOB DUTIES OR ESSENTIAL FUNCTIONS

The essential functions of the position include, but are not limited to the following :

  • Experience and highly skilled in research and data analytics leading to data driven decisions
  • Work collaboratively with other staff to provide excellent and responsive public and customer service
  • Ability to understand a processes' goals, then research, compile and analyze data, spot trends and patterns, and identify possible action items
  • Utilize software and technology to perform research and cross-discipline analysis to identify and reduce pain points and impacted stakeholders
  • Assist in the development of short- and long-range approaches and plans, and anticipated budget impacts (fiscal, personnel, and operational)
  • Document, in clear detail, the goals and steps recommended to achieve the stated objectives; complete post-implementation feedback and analyze process for possible modifications
  • Ability to work with data and ensure accuracy
  • Communicate step by step analysis and processes to those affected promptly and frequently
  • Participate in the preparation of a variety of complex monthly / quarterly / yearly specialized reports
  • Manage all aspects of data requests and contract administration in coordination with the City Clerk while ensuring State law, City Code, and City policies are followed
  • Assist City Clerk in records retention policies, rules, laws, and procedures and implement such, ensuring continual compliance
  • Independently manage small projects and assist with larger projects as requested. Lead projects as experience and track record support
  • Knowledge of organizational and management practices as applied to the research, analysis and evaluation of programs, policies and operational needs
  • Knowledge and ability to interpret / communicate / comprehend Minnesota data practices and other pertinent local, state, and federal laws
  • Ability to identify and correct discrepancies among various internal and external records
  • Skilled in diplomatic yet results-driven communication and decision making
  • Ability to professionally present data findings, research, and recommendations to leadership
  • Represent the City in a courteous, responsive, and professional manner in all interactions
  • Ability to communicate clearly, both verbally and in writing
  • Ability to follow written and verbal instructions
  • Perform other duties as assigned

Minimum qualifications

Education

  • Bachelor's Degree in Research, Urban Studies, Political Science, Public Administration or a closely related field
  • Experience

  • Two to three (2-3) years of professional experience in public administration, policy analysis, communications or related field, preferably in local government
  • Trainings, Certificates, and Licenses

  • Graduate Degree in Urban Studies, Political Science, Public Administration or a closely related field
  • Experience

  • Four to five (4-5) years of experience in public administration, policy analysis, communications or related field, preferably in local government

  • Project Management Professional (PMP)

  • Dental : Mutual of Omaha -Four tiers of coverage are available.
  • Life insurance : Mutual of Omaha -The City provides $15,000 of life insurance coverage for employees. Additional coverage may be purchased if you choose to do so.
  • Short-Term Disability : Mutual of Omaha - The City offers pays the premium for this coverage which provides for up to 66.67% of your normal weekly pay, up to $400 for up to 12 weeks and is payable on the 8th day of disability.
  • Long-Term Disability : Mutual of Omaha - The City offers pays the premium for this coverage which provides for up to 60% of your normal monthly pay, up to $3,000 per month and starts on the 90th day of disability.
  • Additional benefits : including voluntary vision, accident, hospital indemnity, Flexible and Dependent Care Spending Accounts, 457 Deferred Compensation, and others are also available.
