We are pleased to announce the creation of a Fire Marshal position to join our full-service Fire and EMS Department. Responsible for fire code inspections and compliance, this role is part of a team committed to serving the community with pride, dedication, and excellence while never failing to deliver quality emergency life safety services. The successful candidate will have prior experience in the fire service and fire inspections, current certifications in fire inspections and emergency services, and must be committed to obtaining a state of Minnesota Emergency Manager certification within three years of hire.

Under general supervision, this professional and technical position is responsible for planning, coordinating and managing Oakdale Fire Department community risk reduction activities.  Additionally, the successful applicant conducts fire code and inspections of residential and commercial complexes, investigates fires for cause and origin, and reviews building plans for compliance with life safety and fire codes.

JOB DUTIES OR ESSENTIAL FUNCTIONS
The essential functions of the position include, but are not limited to the following:
  • Work collaboratively with other staff to provide excellent and responsive public service
  • Provide plan reviews for compliance with fire code, determine proper level of fire protection system required, and conduct field compliance inspections on new and existing structures to ensure compliance with building and fire codes
  • Effectively work with contractors and developers to provide information regarding fire and building codes and local requirements and alternate acceptable methods to achieve code compliance
  • Conduct fire investigations as directed, including reports, working with insurance companies, police department, and other stakeholders
  • Develop and manage a comprehensive community risk reduction program
  • Coordinate fire prevention and related community activities, including educational and prevention programs for a variety of audiences and stakeholders
  • Assist in development of department policy, procedures, priorities, and goals as well as follow up as appropriate or directed
  • Assist with the department’s administrative needs including but not limited to budget preparation, purchasing, scheduling, and inventory management
  • Provide department operational oversight including communicating policy, recognizing exemplary behavior, correcting performance, engaging employees, and in general helping employees be successful and the department running smoothly
  • Respond to fire and medical emergencies as necessary and may assume command as provided for in department policy
  • Proficient with incident report writing software and computer aided dispatch (CAD) software
  • Represent the city in a courteous, responsive, and professional manner in all interactions.
  • Ability to follow written and verbal instructions   
  • Able to communicate tactfully and professionally to a variety of stakeholders and interested parties
  • Working knowledge of Microsoft Office Suite
  • Perform other duties as assigned
To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience and training required.

Education
  • High school diploma or GED certificate plus LCT or Training at vocational school, related on-the-job experience, or an associate's degree
Experience
  • Five (5) years of experience as a full-time firefighter
  • Three (3) years of fire inspection experience using the State of Minnesota Fire Code
  • Work with specialty software programs
Trainings, Certificates, and Licenses
  • State of MN Certification or Local Hazard Zone Management (Blue Card)
  • Valid driver's license with Minnesota driving privileges and a record acceptable to the city’s insurance carrier
By time of hire, must have/be
  • Firefighter License as recognized by the Minnesota Board of Firefighter Training and Education
  • Certified as an EMT in the State of Minnesota
  • Certified as Fire Inspector I and Fire Inspector II in Minnesota
  • Completion of Fire Investigation Part One (Basic Fire/Arson Investigation) and Fire Investigation Two (Advanced Fire/Arson Investigation) as recognized by the MN State Fire Marshal's Office. 
Equivalent training/education in accordance with NFPA 921 and NFPA 1033 will be considered.

Within three years of hire, must be a Certified Emergency Manager by the State of MinnesotaThe requirements listed below are representative of the formal education, experience and training preferred in order to exceptionally perform all of the functions of this position.

Education
  • Bachelor's Degree in fire science, public administration or related field

Experience
  • Two years previous experience in a supervisory/leadership position

Trainings, Certificates, and Licenses
  • Completion of a Fire Building Plan Review Course in accordance with NFPA 1031
  • Certified as State of MN Fire Inspector III or equivalent
  • Certified in State of MN Fire Investigations or equivalent
  • Youth Fire setter Prevention/Intervention Specialist and/or Manager training

Salary : $105,144 - $131,414
