SUMMARY DESCRIPTION 
Under the direction of the Chief Building Official and within the Building Division, this position is an entry-level Code Enforcement position that performs a variety of administrative duties and field inspections pertaining to administration of, and compliance with, zoning, nuisance, vehicle, and other codes and ordinances. Applicants with current or past experience as a building inspector are highly desired and have an advantage in the selection process.

The following duties are typical for this classification.  Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Provide administrative and technical assistance regarding the administrative procedures pertaining to enforcement of zoning, nuisance, vehicle, and other codes and ordinances. 
  • Provide information on routine code enforcement questions and direct technical questions or unusual requests to appropriate staff members. 
  • Take and relay messages, screen calls and visitors. 
  • Employ database programs for code enforcement cases and input enforcement data in a manner demonstrating error-free technical competency. 
  • Prepare and review correspondence, memoranda, forms, brochures, and reports, including basic statistical reports. 
  • Initiate code enforcement cases and schedule officers for inspections/ investigations. 
  • Monitor and document the progress of various code enforcement cases. 
  • Conduct thorough field investigations to uncover possible violations of graffiti, signs, abandoned vehicles, and related ordinances; perform follow-up investigations to see that remedial action has been taken.
  • Create photograph evidence used from case initiation to case resolution.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of code enforcement. 
  • Meets with and informs members of the public in both office and outside settings on code violations. 
  • Perform related duties as required.
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
 
Knowledge of:
  • Safe and efficient work practices as they relate to code enforcement. 
  • Professional customer service methods and practices. 
  • Investigative, interview, problem solving, negotiation, and enforcement techniques. 
  • Principles of effective communication.
  • English grammar, spelling, vocabulary, and punctuation. 
  • Modern office methods, procedures, and computer equipment. 
  • Arithmetic, filing, record-keeping procedures, and telephone techniques. 
  • Common word processing, spreadsheet, and database software. 
Ability to:
  • Correctly interpret and apply Division policies, procedures, and practices with minimal supervision. 
  • Respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner. 
  • Type at a speed necessary for successful performance on the job and operate a variety of office equipment, a computer terminal, and database software. 
  • Compile information, maintain extensive records, and prepare reports. Reference and interpret Oakley Municipal Code. 
  • Effectively communicate verbally and in writing and establish and maintain effective relationships with those contacted in the course of work. 
  • Effectively follow through with priorities, complete assignments in a timely manner, be thorough; and pay attention to details.
 
EDUCATION AND EXPERIENCE GUIDELINES
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Education and Training: A high school diploma or G.E.D. equivalent supplemented by some directly related college level coursework.
 
Experience: Two (2) years of full time progressively responsible experience performing varied and complex inspection, clerical and/or administrative duties.
 
Licenses and Certificates: Possession of, or ability to obtain, a valid California driver’s license upon hire. Possession of, or ability to obtain within eighteen months of appointment CACEO certification as a Code Enforcement Technician at the Basic and Intermediate levels.

Environment:   Work is performed primarily in a standard office environment with frequent interruptions.  At times, the incumbent may be asked to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings and training. Field work may also be required that includes occasional exposure to loud noise levels, fluctuating temperatures, odors, gases or contact with water or wastewater.
 
Physical:   Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations using various modes of private and commercial transportation; and to verbally communicate to exchange information.
 
Vision:   See in the normal visual range with or without correction.
 
Hearing:   Hear in the normal audio range with or without correction

Salary : $68,494 - $83,242
