This is an entry level civil engineering position primarily responsible for inspections of capital improvement construction projects performed throughout the City and associated work for the Capital Project Division. Other inspections may involve private work performed within City right-of-way, and/or private developments. Inspector I reports to Department Director or DesigneeESSENTIAL DUTIES AND RESPONSIBILITIES
1. Performs and conducts field inspections of capital projects which may include the following: underground utilities, construction of concrete sidewalks, curb and gutter, asphalt and concrete pavements, all aspects of new road construction, resurfacing programs, storm drainage systems and retention areas, land clearing, sodding and seeding, traffic control and maintenance plans, count stations, pavement markings and signage, project safety, and all quality control testing performed by Contractor. Attends staff and various construction related meetings. Attends staff and various construction related meetings.
2. Checks materials delivered to site for compliance with approved submittals.
3. Reconciles pay quantities with Contractor prior to submitting payment application. Reviews submitted application and verifies quantities submitted were agreed upon.
4. Documents daily construction activities by recording in logbook or electronically.
5. Provides necessary response to public complaints. Represents the City of Ocala in a professional manner at all City related work sites.
6. Serves as the liaisons between Contractor, Project Managers, Division Head and the City Engineer.
7. Coordinates with testing lab on project locations and frequencies of verification testing.
Perform any other related duties as required or assigned.
EDUCATION AND EXPERIENCE
High school diploma or GED required, Mental alertness and adaptability to office and field area work routines with particular emphasis during high school in office skills, shop skills, or others, plus 2 years related experience and/or training. Or equivalent combination of education and experience.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
1.Must possess and maintain a valid Florida operator's driver's license with an acceptable driving record.
2.*Must obtain FDOT Intermediate Level MOT certification within 1 year from hire.
3.*Must obtain APNGA Nuclear Gauge Safety certification within 1 year from hire.
4.Must obtain FEMA certifications IS-00100.PWb and IS-00700.a within 1 year from hire.

 Ability to read and understand simple instructions, short correspondence, notes, letters and memos; Ability to write simple correspondence.
 
 MATHEMATICAL SKILLS
 Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.
 
 CRITICAL THINKING SKILLS
 Ability to use common sense understanding in order to carry out detailed written or oral instructions. Ability to deal with problems involving a few known variables in situations of a routine nature.
 
 SUPERVISION RECEIVED
 Under general supervision where standard practice enables the employee to proceed alone on routine work, referring all questionable cases to supervisor.
 
 PLANNING
 Limited responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work operations.
 
 DECISION MAKING
 Performs work operations which permit frequent opportunity for decision-making of minor importance and which would not only affect the operating efficiency of the individual involved, but would also affect the work operations of other employees and/or clientele to a slight degree.

 Occasional use of complex machines and equipment (desktop/laptop computer and software, road and production machines and equipment, etc.)
 
 ACCURACY
 Probable errors of internal scope readily detected in normal course of work by standard check or routine crosscheck within a single department or office. Errors resulting from inaccuracy would create minor confusion, delay or expense to correct the situation.
 
 PUBLIC CONTACT
 Occasional contacts with patrons on routine matters.
 
 EMPLOYEE CONTACT
 Contacts of little importance and usually with immediate associates only. Requires only ordinary courtesy to avoid friction in relationship incidental to working with others.

 Knowledge of modern construction principles and practices pertaining to above qualifications. Ability to enforce specifications and project requirements with firmness, tact, impartiality, and use independent judgment. Basic math and computer skills required. Ability to maintain effective working relationships with associates, contractors, and the general public. Capable of reading simple construction drawings. Must have the ability to work independently. Must have the ability to apply knowledge gained/learned, then use to make sound decisions. Ability to maintain effective working relationships with co-workers, contractors, and the general public. Ability to adapt to rapidly changing situations and/or work schedules. Ability to communicate verbally and in written form with clarity. Basic knowledge of construction safety practices.
