The Compliance Coordinator is responsible for ensuring that Ocala Electric Utility operations meet all local, state, and federal regulatory requirements. This role ensures the utility's compliance with reliability standards, safety regulations, and environmental guidelines, promoting the safe and efficient operation of the electric utility. The Compliance Coordinator works closely with various departments, regulatory agencies, and industry stakeholders to maintain a culture of compliance while supporting the utility’s operational and strategic goals. ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Regulatory Compliance Management:
• Monitor and ensure compliance with all applicable local, state, and federal regulations affecting the municipal electric utility, including but not limited to NERC (North American Electric Reliability Corporation), FRCC (Florida Reliability Coordinating Council), and FMPA (Florida Municipal Power Agency).
• Ensure compliance with reliability, safety, and environmental standards relevant to utility operations.
2. Policy Development and Implementation:
• Develop, implement, and maintain internal policies and procedures to meet compliance requirements, ensuring alignment with industry best practices and regulatory expectations.
• Collaborate with relevant departments to implement compliance-related initiatives and continuously improve operational practices.
3. Training and Education:
• Develop and implement training programs to educate utility staff on compliance requirements, industry regulations, and best practices.
• Conduct regular internal workshops and provide guidance on compliance issues, safety measures, and regulatory changes.
4. Audit and Documentation:
• Document and keep active records of compliance-related activities, ensuring proper archiving and easy access for internal and external audits.
• Conduct periodic internal audits to evaluate the utility’s adherence to regulatory standards, preparing for external inspections or audits.
5. Compliance Reporting:
• Prepare and submit required compliance reports to regulatory agencies such as NERC, FRCC, and FMPA, ensuring accurate and timely submissions.
• Maintain clear communication with regulatory bodies and submit all necessary documentation as part of the compliance certification process.
6. Cross-Departmental Collaboration:
• Work closely with other departments to ensure comprehensive compliance across all utility functions.
• Monitor system upgrades, equipment installations, and other operational changes to ensure adherence to regulatory standards.
7. Incident and Non-Compliance Management:
• Manage and investigate any instances of non-compliance, coordinating with appropriate departments to implement corrective actions and minimize operational disruptions.
• Develop and execute plans to address any regulatory violations and ensure that preventive measures are in place to avoid recurrence.
8. Reliability and Safety Standards:
• Assist in ensuring that all reliability and safety standards are met, with particular focus on infrastructure protection, critical infrastructure compliance, and cyber security. • Stay informed of updates to industry standards and work proactively to implement necessary changes within the utility.
9. Critical Infrastructure Protection (CIP):
• Support the utility’s Critical Infrastructure Protection (CIP) initiatives, ensuring compliance with NERC CIP standards and working with the CIP team to safeguard the utility's most vital assets.
10. Stakeholder and Public Communication:
• Act as a point of contact for regulatory agencies, stakeholders, and the public regarding compliance matters, responding to inquiries and ensuring transparency in reporting.
• Represent the utility at industry workshops, regulatory meetings, and stakeholder forums as required.
11. Continuous Improvement:
• Analyze compliance-related data and trends to identify areas for improvement, recommending policy or procedural changes as necessary.
• Continuously improve the utility’s compliance program to ensure efficiency and effectiveness in meeting all applicable standards.
12. Travel Requirements:
• Travel may be required to attend regulatory meetings, training, audits, or workshops to maintain up-to-date knowledge of compliance standards and industry best practices.

• Bachelor’s degree in electrical engineering, environmental science, public administration, or a related field.
• Preferred: 3-5 years of experience working in regulatory compliance within the electric utility industry, with a focus on NERC, FRCC, FMPA, and other relevant compliance standards.
• Alternatively: Experience in utility operations, safety, or regulatory affairs with a demonstrated understanding of electric utility standards and regulations.
• Knowledge of industry-specific compliance systems, reliability standards, and environmental guidelines is highly valued.

Must possess a valid Florida Driver's License with an acceptable driving record.
