Candidates are hired as vocational workers for six months on-the-job training at a training wage of $15.75 per hour plus City benefits.

Candidates must reside in the focus area of Census Track 17 or 18. See page 2 of the Target Local Hire Flyer for the map, which outlines the census tracks. Candidates who do not reside within Census Track 17 or 18 are not eligible for the program.

GENERAL JOB DESCRIPTION

Maintenance Worker Trainee (Water Resources)
Routine manual labor work in general maintenance, construction, or labor activities.

Groundskeeper Trainee (Recreation and Parks)
Routine manual labor work in maintenance equipment operation. This includes, but is not limited to, operating various tractors with mowers, flatbed trucks, dump trucks, and a variety of construction equipment.

Recreation Aide Trainee (Recreation and Parks)
Routine work of limited variety and complexity in recreational programs and activities.

Equipment Operator Trainee (Public Works)
Manual and semi-skilled work in maintenance equipment operation. This includes, but is not limited to, operating various tractors with mowers and flatbed trucks. Manual labor involved in general maintenance, construction and labor activities

ESSENTIAL JOB FUNCTIONS

Maintenance Worker Trainee
1. Uses a variety of maintenance equipment, which may include push mowers, riding mowers, tractors, weed eaters, pitchforks, light powered tools and hand tools.
2. Performs general maintenance duties: loading and unloading materials from the truck physically or using a shovel, mowing, trimming, using push broom to sweep debris from streets and setting up equipment. May perform facility maintenance including cleaning, sweeping, mopping, painting and emptying trash barrels. May be required to manually lift up to 40 pounds on a routine basis and occasionally up to 80 pounds.
3. Performs general preventative maintenance on equipment. Cleans and checks equipment to keep in safe operating condition.

Performs other related duties as assigned.

Groundskeeper Trainee
1. Athletic Turf Maintenance: Responsible for daily maintenance of athletic turf and infield clay to include softball fields, soccer fields, football fields, and multi-use fields. Operates equipment including chalk liners, line painters, drags, blowers, mowers, riding mowers, line trimmers, field sweepers, pressure washers and a variety of hand tools and hand power tools. Operates automotive equipment such as pickup trucks with trailer attachments, small dump trucks to haul dirt, gravel, etc. and as needed, small tractors with 3-point attachments and small backhoes.
2. Prepares initial layout or set-up of athletic fields and maintains fields according to specifications of scheduled events, including football, baseball, softball, soccer, etc. 3. Equipment and vehicle maintenance: Responsible for daily and weekly maintenance of equipment and vehicles as assigned. Washes vehicles and equipment. Performs general maintenance on equipment such as changing oil, blades and grease fittings. Stands, bends, stoops and stretches from waist and shoulders to perform maintenance of pickups, one-ton trucks and tanker truck and to maneuver implements into final hook-up position.
4. Operation of tractors and vehicles: Operates various types of tractors with a variety of attachments, dump body trucks with or without various size trailers up to 21 feet in length and tanker trucks. Use of both hands and feet are necessary to simultaneously steer, shift gears, operate throttle and raise or lower various implements. 5. Operation of power and hand tools: Operates chain saws, weed eaters, hedge trimmers, large tree spade, shovel, post hole digger, axe, etc. Using push mowers and riding mowers cuts grass, weeds, and shrubs. Requires frequent bending, twisting of upper torso, stretching and lifting.
6. Performs manual labor: This may include loading and unloading equipment and supplies from trucks and trailers, picking up trash, trimming or removing trees, manually cutting grass and shrubs, caring for seed beds, mowing drainage retention areas on uneven slopes. Performs general maintenance of city streets and right-of-way, including using push broom to sweep debris from the streets. Loads and unloads materials using a shovel for prolonged periods. Performs litter control and other jobs for departments such as moving furniture and miscellaneous work. Sets up and operates storm pumps as needed.
7. Performs Record Keeping: This may include completing vehicle and equipment maintenance cards, work records, and personal time sheets and any paperwork associated with the supervision of inmates. Customer Service - Communicates clearly and courteously in person, by phone and two-way radio with other City employees and the general public.
8. Operational Requirements: Based upon operational requirements or situations where the number of available Equipment Operator I's exceeds the number needed to operate equipment or perform their regular duties, employees in this classification will be reassigned to work in whatever capacity or function those Divisions require. The length of such assignments will vary.
9. Required to report to work if an emergency situation exists to protect, prevent, repair or minimize damage.
10. Provides support for department special events before, during, and after the event in the areas and for functions relative to essential job duties.

Performs other related duties as assigned.

Recreation Aide Trainee
1. Assists in conducting activities which may require performance of tasks outdoors under varying climatic conditions. Distributes equipment for games. Records center attendance.
2. Assists in maintaining order and discipline. Checks equipment to assure that it is clean and in proper working order.
3. Assists in instructing sewing, ceramics, arts and crafts, dancing, and games.
4. Performs related clerical work.
5. Copies center schedule for distribution to the administrative office.
6. Answers telephone and gives information on center activities and schedules.
7. Direct customer service is performed with City employees and with the general public in person, by telephone, and two-way radio.

Performs other related duties as assigned.

Equipment Operator Trainee
1. Equipment and vehicle maintenance: Responsible for daily and weekly maintenance of equipment and vehicles as assigned. Washes vehicles and equipment. 4. Hot Patch/Concrete Work - Streets/Stormwater: May be required to perform asphalt and concrete installation and repair duties or cross-train in this area. Performs concrete repair work including physically removing, mixing and pouring concrete. Assists hot/cold patch crew by unloading hot asphalt from the truck, filling potholes, and tamp hot asphalt.
Performs Record Keeping - This may include completing vehicle and equipment maintenance cards, work records, and personal time sheets and any paperwork associated with the supervision of inmates.
5. Customer Service: Communicates clearly and courteously in person, by phone and two-way radio with other City employees and the general public.

EDUCATION AND EXPERIENCE

Maintenance Worker Trainee
• High School diploma or GED preferred, but not required.
• Six months experience in heavy manual labor preferred.
• Must be able to follow oral and written instructions.
• Must reside in Census Tract 17 or 18.

Groundskeeper Trainee
• High School diploma or GED preferred, but not required.
• Six months experience in heavy manual labor preferred.
• Must be able to follow oral and written instructions.
• Must reside in Census Tract 17 or 18.

Recreation Aide Trainee
• High school diploma or GED preferred, but not required.
• Minimum of 3 - 6 months experience dealing with general public/customer service required.
• Must be able to read and write.
• Must be able to follow oral and written instructions.
• Must reside in Census Tract 17 or 18.

Equipment Operator Trainee
• High School diploma or GED preferred, but not required.
• Minimum of 1 - 3 months related experience and/or training (in lieu of school diploma or GED).
• Must be able to read and write.
• Must be able to follow oral and written instructions.
• Must reside in Census Tract 17 or 18.

REQUIRED LICENSES/CERTIFICATES

Maintenance Worker Trainee
• Must possess and maintain a valid Florida Operators Driver's License with an acceptable driving record.

Groundskeeper Trainee
• Must possess and maintain a valid Florida Operators Driver's License with an acceptable driving record.

Recreation Aide Trainee
• Valid Florida Operator Driver's License preferred.

Equipment Operator Trainee
• Valid Florida Operator Driver's License preferred.

Maintenance Worker Trainee
Must be able to communicate clearly and courteously to assist others. Ability to become skillful in the safe operation of standard hand tools, light powered tools, lawn equipment, and a variety of maintenance equipment. Ability to work in varied outdoor elements. Ability to do excessive walking over uneven ground. Ability to learn repetitive tasks quickly. Ability to remain calm in stressful situations.

Groundskeeper Trainee
Ability to read and understand documents such as policy manuals, safety rules, operating and maintenance instructions, and procedure manuals; Ability to write routine reports and correspondence. Ability to utilize common sense understanding in order to carry out written, oral or diagrammed instructions. Ability to deal with problems involving several known variables in situations of a routine nature. Very close mental demand. Operations requiring very close and continuous attention for control of operations which require a high degree of coordination or immediate response. Operations requiring intermittent direct thinking to determine or select the most applicable way of handling situations regarding the organization's administration and operations; also, to determine or select material and equipment where highly variable sequences are involved.

Knowledge of one or more activities involved in a community recreation program preferred. Knowledge of the aims of a community recreation program preferred. Ability to instruct program participants in varied recreational activities preferred. Ability to work effectively with co-workers, the general public, and children. Ability to communicate clearly and courteously to assist others.

Equipment Operator Trainee
